WFP supports children across Syria with healthy meals and snacks at school, mothers with nutritious diets, and families and communities with sustainable livelihood projects.

ORGANIZATIONAL CONTEXT

This is a consultancy opportunity with the HR team at the Syria Country Office, based in Damascus. The consultant will work in close collaboration with the talent acquisition team and support the recruitment efforts at the country office.

JOB PURPOSE

The HR Consultant is expected to deliver a professional, client-focused HR service, partnering with managers to implement HR solutions in line with WFP corporate priorities in support of the recruitment surge at the Syria Country Office.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Support the issuance of the Vacancy announcements and the selection process from A-Z.
  2. Support talent acquisition processes and apply the Standard Operating Procedures (SOPs) in place in the Country office. Bring to attention where the issues are not fully clear or covered in the SOPs.
  3. Manage relationships and provide expert advice with all key stakeholders to maintain focus on outputs and ensure timely completion of the assigned tasks.
  4. Ensure timely and proper compilation and screening of expressions of interest as per the set eligibility and selection criteria for the positions assigned.
  5. Take the lead and ensure timely preparation and presentation of the necessary documentation for the interviews, review panel discussions and assessments, including weekly statistics, reports
  6. Facilitate and review panel meetings and document deliberations and recommendation for onward submission to LAPC or Roster validation panel.
  7. Facilitate LAPC or Roster Validation panel meetings and present documentations to examine the review panel’s recommendations. Ensure timely preparation of full documentation.
  8. Undertake and actively participate in regular conference calls and meetings with the team and Head of HR.
  9. Maintain statistics and timelines for recruitment cases assigned, support the team with quarterly statistics, unit workplan and documentation preparation for audit and risk management.
  10. Ensure confidential storage of sensitive information and safe keeping of required documents and correspondence as per guidelines.
  11. Support WFP’s gender, diversity and inclusion strategy
  12. Contribute to an effective and cohesive work environment within the HR team
  13. Any other related duties in line with role and level.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience: Typically, three to five years of postgraduate progressively responsible professional experience in Human Resources with an interest in international humanitarian development and an emphasis on recruitment and selection.

Language: Fluency in both oral and written communication in English. Working knowledge of Arabic desirable

KNOWLEDGE AND SKILLS

  • Broad or specialized knowledge of HR best practices, techniques and processes with a deep understanding of talent acquisition
  • Extensive experience in talent acquisition with working knowledge of sourcing
  • Hands on experience using applicant tracking systems and online recruiting platforms. Experience using LinkedIn Recruiter is advantageous.
  • Ability to identify client’s needs and match them to appropriate solutions.
  • Ability to establish and maintain effective relationships with clients and provide client- oriented service.
  • Ability to supervise and support more junior and/or less experienced members of the team.
  • Good communication skills required to give and receive information and work with a variety of individuals.
  • Ability to analyze data, draw conclusions and recommend effective HR solutions

The contract offered provides a competitive base salary and favorable conditions such as medical insurance, flexible working arrangements, Rest & Recuperation and Danger Pay allowance currently in place at the Duty station.
