The salary for this job should be between 81,648 USD and 110,898 USD.

OBJECTIVES OF THE PROGRAMME

The objective of the Programme is to deliver WHO core functions at the country level, with particular focus of the Organization's directing and coordinating role for international work. Within this framework, activities include support to the Government in the formulation, implementation and evaluation of national health policies, strategies and plans, and development and management of WHO technical cooperation programmes at the country level. The immediate objective of the unit is to manage the HR programme for WCO-Bangladesh. This would include providing training and monitoring staff performance management and staff learning and development, carrying out recruitments and other staffing and HR actions by liaising with the concerned authorities in the Regional Office as well as GSC, managing recruitment and contracts of individual Consultants, SSA and outsourced (third-party) personnel, and performing all other tasks required for human resource in the Country Office.

DESCRIPTION OF DUTIES

Specific duties to be carried out by the incumbent are as follows:

1. Support in performance management and staff development:

- Monitor, facilitate and follow up on the compliance of the performance appraisals for measuring against the KPIs and reporting.

- Problem solving on related matters as required.

- Prepare appropriate reports to management.

- Monitor status of the training implementation plan and provide feedback to recommend actions as needed.

2. Recruitment:

- Support in writing effective position descriptions as per directions.

- Assist in organizing short-term recruitment processes including creation of positions, classification, review of vacancy notices, screening of candidate CVs, tests, interviews and drafting selection reports.

- Interface with the Human Resources Management (HRM), Planning Unit (PPC) and Budget Units at WHO-SEARO and Global Service Centre as needed to follow up on recruitment and contract renewals in a timely manner.

- Coordinate induction training for staff by the key Units in the Office including Management Unit.

3. Contracts:

- Management and entitlements: keep track of the contract status of all staff; alert managers to required decisions and follow-up as needed.

- Facilitate all actions related to contract management such as appointments, confirmations, extensions, separations and management of entitlements with Personnel and HR Units in WHO-SEARO and the Global Service Centre, technical units and others as required.

- Prepare regular and periodic HR reports for management decisions and monitor actions taken.

- Assist in planning, drafting ToRs and recruitment of personnel for SSA and Consultant contracts as required.

- Assist in preparing and implementation of policy changes, as required, for such non-staff contracts.

- Support procurement and relevant technical units in the preparation and management of service procurements related to HR outsourcing (third-party personnel).

- Monitoring and reporting on SSA, third party personnel and Consultant contracts.

4. General HR Admin:

- Provide back-up for the Operations Specialist, as needed.

- Draft HR related communications, status reports, updates, position descriptions, terms of references, organogram updates, memos for the HR Unit in WCO.

5. Support the WHO Head of Country Office in respect to human resources and workforce planning and lead the day-to-day functioning of the HR unit ensuring that the HR team functions transparently, efficiently and effectively.

6. Provide guidance to staff on the interpretation and application of HR policies, regulations and rules and entitlements, and respond to routine HR-related queries.

7. Any other tasked assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in human resources management, public or business administration, law or other relevant social sciences.

Desirable: Master's degree in human resources management, public or business administration, law or other relevant fields.

Experience

Essential: At least two years' experience in human resources management in international organization.

Desirable:

- Experience in supporting grant project and portfolio teams and professionals.

- Some experience working in the areas of performance management, staff development and staff entitlements within the UN system.

Skills

Ability to lead a team dealing with HR management and liaise with all Units in an Office. Good knowledge and understanding of Human Resource policies and practices particularly in the area of recruitment and selection, performance management, staff development and HR contract/entitlements administration, preferably within WHO or UN system context.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 56,046 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1943 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
