Job Description

In response to increased migrant arrivals into Europe in 2015, the IRC began responding in Serbia and later expanded to other countries in the Balkans to assist vulnerable refugees and migrants. The programs are implemented in close partnership with local non-governmental organizations and government institutions.

Job Overview/Summary

We are looking for an HR Officer to support an effective and dynamic HR Management (HRM) organization in collaboration with the Regional Senior HR Officer. The HR Officer will handle and promote quantitative aspects of HRM, coordinating all administrative issues for national staff.

Major Responsibilities

• Applies IRC HR Policies and procedures

• Compile monthly payroll data, e.g., annual leaves, new hires, departures, salary changes, etc.

• Responsible for the employee database, both in soft and hard copy

• Participate as requested in the recruitment cycle (post vacancies, coordinate and conduct interviews, etc.)

• Facilitate the onboarding of HR orientation for all new staff

• Be the focal point to gather and provide all vital documents for audits and reporting both monthly as well as upon request.

• Preparing national staff contracts and promoting employee adherence to personnel maintain compliance with all labor laws

• Compile monthly HR metrics

• Maintain up-to-date leave tracking record, and follow up on changes in status, terminations, and exit procedures.

• Track personnel training needs and make suggestions

• Support and co–facilitate with the Regional Senior HR Officer Trainings and capacity-building activities for personnel.

• Supports the registration of employees in the NGO registry

• Makes sure all staff has the appropriate contract and personnel files are kept up-to-date at all times

• Prepares all correspondence with partners and all requested HR documents as needed (authorities, tax offices, ministry of labor, etc.)

• Model, promote and uphold a culture of values as reflected in our code of conduct, The IRC Way: Standards for Professional Conduct – Integrity, Service, Accountability, and Equality

• Perform any other tasks designated by the Regional Senior HR Officer

The position requires physical presence in IRC’s Belgrade office

Job Requirements

• University Degree in management, human resources, administration, or related fields will be an asset.

• 2 years of professional experience in Human Resources/Administration/Office Management support.

• INGO experience preferred

• Proficiency in English

• Proven sense of personal integrity

• Additional qualities: the ability to multitask, ability to handle stress well, ability to improvise, flexibility, cultural and environmental sensitivity

• Teamwork skills
