As of end of 2022, 105,131 people arrived in Italy through sea borders and 13,500 (non-Ukrainian) through land borders, in addition to over 145,000 people fleeing Ukraine who seek safety in Italy. Globally, the number of people on the move has increased significantly, due to conflict, climate and food insecurity. As a result, the number of people seeking refuge in Europe is expected to continue to grow in 2023: in the first 4 months of 2023, sea and land arrivals have increased by over 260% compared to the same period in 2022.

The increase in numbers of new arrivals is overstretching national capacities to sustain support to all refugee and migrant populations. Overcrowded reception facilities generate additional challenges in providing adequate sanitation and hygiene facilities, sufficient access to health and protection services and information opportunities for children and families. Insufficient measures to prevent and address gender-based violence put women and girls at increased risk. Inadequate reception, identification and protection mechanisms and the limited availability of alternative care and legal guardianship options exacerbate the vulnerability of unaccompanied and separated children.

In the framework of the project “PROTECT”, funded by the European Commission, and in line with UNICEF humanitarian response outlined in the HACs for Ukraine and for Migrant & Refugee response in Europe, ECARO/Italy office is scaling up its response to the crisis through multiple and integrated protection interventions implemented through partners, as well as through direct technical support and research aimed at system strengthening.

Such engagement envisaged for 2023 will require additional and more intensive level of dedicated capacity and effort in operations, particularly to support HR recruitment processes, as per current planned organigram as well as to ensure efficient and qualitative scale up of UNICEF presence on the territory as part of the summer response plan.

How can you make a difference?

Under the supervision of the Country Coordinator, the UNICEF O/P Rome Italy is seeking the assistance of an intern to support and contribute to will support the ECARO-RO Human Resources team in the development and successful implementation of HR initiatives related to recruitment and consultancies in the office

Consultancies

  • Assist in drafting of ToRs for consultants based on ToRs of existing ICs (individual contractors).
  • Review of ToRs for new consultancies drafted by programme staff
  • Submission of ToRs to RO HR for review and clearance
  • Finalization of ToRs based on RO HR review
  • Long listing of applications for review by programme staff
  • Review of short list prepared by programme staff
  • Review of technical and financial proposals
  • Invitation to and scheduling of interviews and/or written test to short listed candidates
  • Sharing of scoring template and calculation of final score
  • Assist in the creation/identification of panel members
  • Participation in interview panels & write up of interviews based on template
  • Request for references, phone calls, as relevant with referees and write up of references
  • Drafting of request for contract (RFC) and Selection Report Template and submission of all documentation to RO HR
  • Offer email and follow-up on trainings completion and other documentation required for contract preparation
  • Review all documentation for accuracy. Raise PO and follow up with RO HR for final release of the PO
  • Send contract to sign to selected candidate and upload signed contract in the PO
  • Request the activation of the UNICEF email account
  • Welcome email with guidance on invoice submission, use of ECARO O/P office space and other useful info
  • Request to add the consultant in the ECARO-OP Italy mailing list

UNV:

  • Drafting of ToA
  • Submission of ToRs to RO HR for review and clearance
  • Finalization of ToRs based on RO HR review
  • Submission of ToA to UNV office
  • Administer written tests as required
  • Schedule interviews for shortlisted candidates and participate as required in interview panel, complete Interview Checklist Form for all interviewed candidates
  • Conduct reference checks
  • Review and submit all documentation to UNV office for contracting of the candidate
  • Welcome email with guidance on ECARO O/P office space and other useful info
  • Request to add in the ECARO OP Italy mailing list

Interns :

  • Invitation to and scheduling of interviews and/or written test to short listed candidates
  • Participation in interview panels & write up of interviews based on template
  • Drafting of request for internship contract and submission of all documentation to RO HR
  • Follow-up on contract preparation
  • Welcome email with guidance on ECARO O/P office space and other useful info

To qualify as an advocate for every child you will have…

  • Are currently enrolled in a degree programme in a graduate school or have concluded a graduate programme within the past two years in the following areas: Human Resources Management, Business Administration, Psychology, Talent Management or related fields.
  • A relevant background in working for an organization/institution dealing with recruitment and staffing solutions is desirable.
  • Experience with Talent Management Systems will be considered an asset.
  • Advanced user knowledge in Microsoft Office Software.
  • Must be detail oriented and creative and possess strong communication skills.
  • Fluency in English. Knowledge of another official UN language and/or Italian is an asset.

Additional information

  • The intern will report to the Country Coordinator and will work in close collaboration with the RO HRBP and other RO HR colleagues and consultants.
  • Duration of the assignment: The selected candidate will undertake the full-time role for at least 3 months and a maximum of 6 months.
  • Stipend/Payment: A stipend is provided to the selected candidate and paid by their academic institution to cover the duration of the candidate’s internship.
  • Insurance: The selected candidate must provide proof of health/accident insurance plan that covers them in the country of the assignment and for the entire duration of the assignment.
  • UNICEF will not be responsible for costs arising from accidents and/or illness incurred during the intern’s service, whether on or off UNICEF premises.
  • Employment: There is no expectancy of employment at the end of the internship.
  • Onboarding: The intern will be required to provide a copy of health insurance coverage and to fill out the relevant UNICEF forms on conditions before taking up service as an intern.
  • The internship is office based and UNICEF will provide IT equipment to the selected candidate. For remote internships, UNICEF will not provide IT equipment, nor will it cover internet connectivity costs.
  • Working hours of the duty station are from 9 a.m. till 17:30 p.m. Rome time. The intern should be available online during given hours for any meetings/team discussions and would normally adopt those hours as working hours unless, due to a time difference, other hours are agreed upon with the hiring section during the interview.
