The Norwegian Refugee Council is seeking a skilled recruiter to support our dynamic and fast-paced team. This role will be responsible for the recruitment of national employees for all positions across Ukraine. The following is a brief description of the role.

The Recruiter will report to the HR Manager and will be responsible for promoting adequate and effective recruitment processes and practices across the NRC's operations in Ukraine, as well as ensuring NRC's effectiveness in identifying, sourcing, selecting, and retaining high-quality staff for specialized and generalist roles within Ukraine. The Recruiter will assist line and technical managers in developing HR plans that provide their departments with the necessary skills to meet their operational demands. This position is at the Coordinator grade.

Role and responsibilities:

  • Collaborate with hiring managers to identify staffing needs, job specifications, and job duties.
  • Develop and update job descriptions and job specifications as needed.
  • Design and implement an overall recruiting strategy tailored to the organization's needs.
  • Utilize various job boards, databases, social media platforms, and other channels to source potential candidates.
  • Attend job fairs, college recruitment events, and other networking events to build a talent pipeline.
  • Screen resumes and application forms to identify qualified candidates.
  • Conduct initial phone or video interviews to assess applicants’ relevant knowledge, skills, and experience.
  • Coordinate and schedule interviews with hiring managers.
  • Provide a positive candidate experience throughout the recruitment process.
  • Maintain regular communication with candidates to keep them informed of their application status.
  • Collaborate with Hiring Managers and HR to facilitate an effective onboarding process for new hires.
  • Maintain candidate databases and ensure all recruitment activities are tracked in the ATS (“NRC People”)
  • Regularly update and cleanse the database to ensure accuracy of information.
  • Stay informed of trends and innovative recruiting techniques to remain competitive in the market.
  • Conduct regular research on market salary rates to ensure competitive compensation packages.
  • Gather feedback from candidates and hiring managers about the recruitment process.
  • Continuously refine and improve recruitment strategies based on feedback and shifting organizational priorities.
  • Collaborate with other HR professionals to share best practices and address common challenges.
  • Provide regular updates and reports on recruitment activities to management.
  • Ensure compliance with local employment laws and regulations.
  • Adhere to organizational policies and best practices throughout the recruitment process.

Knowledge and requirements:

These are skills, knowledge and experience that are important for effective performance.

  • Minimum of four (4) years of experience as a recruiter.
  • Graduated from University, preferable management, HR, economy, or relevant field.
  • Experience working with humanitarian NGOs; experience working with NRC is an advantage.
  • Knowledge of Ukrainian Labour Law.
