SCOPE OF WORK:

The IRC’s Home Study and Post-Release Services (HSPRS) for unaccompanied children in the U.S. is growing from six current IRC offices to more than 17 offices throughout the US. This is a national, multi-million-dollar project with ambitious delivery goals in a short time frame.

This position is part of an anticipated 36-month contract.

The goals of the Home-Study Post Release Services Program (HS/PRS) are to:

- Assess the safety and suitability of a sponsor before an unaccompanied child is released from custody into a sponsor’s care (Home Study) - Provide case management support via remote and / or conducting in-home visits to ensure the continued safety and stability of children in sponsor’s homes and linking children to resources in the community (Post Release Services).

Job Overview:

The Human Resources (HR) Coordinator is responsible for the overall implementation and coordination of the Human Resources activities for the IRC staff members supporting the HSPRS Project. The HR Coordinator serves as IRC’s lead HR professional, providing a spectrum of services from tactical to strategic and will support the HSPRS project during all phases of the employee life cycle. As the HR position functions within a larger IRC network, this role will closely collaborate with local, regional, and Headquarter teams. This position will engage with multiple parties to ensure compliance with all organization-wide policies and procedures.

Responsibilities:

The HR Coordinator will facilitate all aspects associated with the FBI and Child-Abuse Neglect background checks for IRC employees. Additionally, the coordinator will streamline these checks by understanding the nuances of the current process, recommend, and implement improvements to the process.

- Partner with the Home Study and Post Release Services (HSPRS) Lead, HSPRS Quality Assurance and Compliance Officer, HR Operations associates, and background check vendors to effectively execute background check processes. - Coordinate and collaborate with local leadership staff if follow-up may be required. - Provide support to prospective and current employees who may need assistance with completing the background check process. - Handle and resolve employee inquiries related to the FBI and CA/N Checks. - Ensure that the IRC remains compliant with appropriate requirements outlined by the Office of Refugee Resettlement. - Work with Child Protection Lead and the Office of Refugee Resettlement for approval on previously completed FBI and CA/N checks to ensure compliance. - Follow up with vendors if documents were completed incorrectly or results have not been obtained in a timely manner including managing the cost reimbursement process. - Proactively communicate with recruiters so the background check processes can begin in a timely manner. - Maintain confidentiality pursuant to ethics rules.

Other Responsibilities:

- Ensure HSPRS HQ personnel files are updated and maintained regularly and in compliance based on funder requirements. - Provide support and connection to IRC HR systems for all HSPRS employees regarding benefits and other HR-related questions about employment. - Provide management and staff with accurate and knowledgeable advice on HR matters, including HR-related general best practices, IRC policies and procedures, and Labor Laws. - Oversee and track specific aspects of recruitment processes including local and HQ approval of vacancies, job description development and job postings. - Report new hire and status change information, leaves of absence, and separations to HQ and HR Operations, completing all necessary forms in a timely manner to accompany these actions. - In close collaboration with HR Partner, manage employee relations to reduce risk, minimize disruption to HSPRS operations and maintain a healthy, professional workplace. - In coordination with HR Partner, RAI Program Excellence and HSPRS Leadership, provide guidance to staff regarding performance management and disciplinary action in compliance with IRC global HR policies and procedures. - As needed, support professional development planning, training, and tracking, in partnership with HR Partner and HSPRS leadership to provide training and ongoing education. - Support HSPRS Director with annual performance review and merit process. - Comply with all policies, procedures, and protocols of the agency. - Other responsibilities as assigned.

Requirements:

- Undergraduate degree, preferably in related field such as Non-Profit Management, Human Resources, or Business Administration. - Minimum 2+ years of related professional experience in the human resources field; preferably in an HR coordinator / generalist role. - Good interpersonal and communication skills, conscientious, high degree of emotional intelligence and integrity. - Self-directed and thorough in working with procedures, data entry/record keeping. - Highly organized with the ability to multi-task and work under pressure with deadlines. - Ability to manage remote activities. - Strong computer skills (Microsoft Office, Internet; HRIS experience). - Workday experience a plus. - Experience successfully working in a multi-cultural environment. - Strong ethical conduct. - Fluency in written and spoken English.

Working Environment: Standard office work environment including remote work. May require occasional weekend and/or evening work.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
