You have:
- University degree in Human Resources Management, Business Administration or relevant discipline
- Minimum 1-2 years of experience from working as a HR Coordinator in a humanitarian/recovery context and at least 2 years overall experience in HR
- Experience of the management of HR systems supporting 300+ staff.
- Knowledge of the context in Ukraine and Ukraine labour laws
- Strong analytical skills with good-working knowledge of Excel (pivot tables, formulas, data analysis)
- Fluency in English and Ukrainian, both written and spoken

The purpose of the HR Coordinator is to work closely with the HR Manager and oversee and manage all core HR responsibilities within the NRC Ukraine Country Operation, with a primary focus on recruitment, HR system administration, contract management, and payroll.
Role and Responsibilities
Generic Responsibilities:
- Ensure adherence to Employment standards, HR policy and other NRC policies
- Ensure compliance with the local labour law.
- Build awareness, and understanding and ensure adherence to NRC HR policies, Code of Conduct, handbooks, guidelines, and donor requirements.
- Supervise the Core HR team in the Country Office (3 employees)
- Support Area office HR teams.
- Implement NRC’s HR systems and procedures at the national level.
- Provide HR analysis and reports as required by management
- Ensure safe and standardized filing of personnel documents.
- Line management and supervision of the Core HR Country Office team.
Specific responsibilities
- Responsible for coordinating the implementation of HR data systems, personnel records administration and compliance with securing support documentation in accordance with NRC Procedures.
- Support the HR Manager in personnel conflict resolution/processes when relevant.
- Manage national staff benefits by ensuring accuracy of staff salaries, leaves, sick leaves, overtime, and suggesting improvements.
- Support the HR Manager with job evaluation/ grading function, salary scales, etc.
- Act as focal point for NRC People, ensure accuracy in the system workforce structure.
- Follow-up all pending and stalled recruitment processes and initiate improvement plans to accelerate the process.
- Support in delivering awareness and training sessions on recruitment procedures and NRC People change to hiring managers.
- Manage HR archive (Softcopies, hardcopies, and Database, Staff lists), specify the mandatory documents, and follow-up collection of the missing documents.
- Ensuring adherence to NRC’s HR Handbook, Terms of Employment, Ukrainian Labour Law other NRC policies and donor requirements.
- Provide support to area HR staff on core HR responsibilities.
- Strengthen the recruitment processes ensuring adherence to the minimum standards
- Oversee the recruitment process at the Country Office, provide support to Area Offices as needed and coordinate recruitment tracker updating with area HR Coordinators.
- Support HR Manager in providing support and guidance to international staff.
- Support the HR Manager in implementing new HR initiatives from NRC HO and People & Operations Pool.
- Fulfill any additional duties as directed by the line manager.
Qualifications:
- University degree in Human Resources Management, Business Administration and/or relevant discipline
- Minimum 1-2 years of experience from working as a HR Coordinator in a humanitarian / recovery context. And at least 2 years overall experience in HR.
- Team management/supervision experience
- Experience in the management of HR systems supporting 300 + staff.
- Knowledge of the context in Ukraine and Ukraine labour laws.
- Experience working in complex contexts.
- Strong analytical skills with good-working knowledge of Excel (pivot tables, formulas, data analysis).
- Documented results related to the position’s responsibilities.
- Knowledge about own leadership skills/profile.
- Fluency in English and Ukrainian, both written and spoken.

The position can be hosted at NRC Ukraine offices (Dnipro, Kharkiv, Odesa, Mykolaiv, Chernihiv), with mandatory regular travels to Kyiv Country Office.
