Background Information - BSSC

The UNOPS Bangkok Shared Service Centre (BSSC) is a Shared Services Centre (SSC) unit established for the purpose of providing internal, global, cost-effective transactional services which enhance the operational capacity of UNOPS and standardize systems and procedures. The BSSC, among other functions, carries out high-quality transactional services within the area of personnel contract administration and payroll.

Under the guidance and supervision of the HR Senior Officer, the HR Assistant provides support within HR services, ensuring high quality of work, accurate, timely and properly recorded/documented service delivery. The work area is within contract administration, Benefits & Entitlements for Individual Contractual Agreements (ICAs).

The HR Assistant promotes a client-oriented and consistent with rules and regulations approach in the Unit. He/She works in close collaboration with operations personnel in the field offices and with UNOPS HQ personnel to exchange information and ensure consistent service delivery.

Functional Responsibilities

Summary of Key Functions 1. Assist HR Senior Officer in overseeing the day-to-day operations of ICA Administration (with a focus on either UNOPS or Partner Personnel) 2. Support the efficient administration of contracts, benefits and entitlements for UNOPS and Partner ICAs 3. Support in implementation of HR procedures 4. Support in the facilitation of knowledge building and knowledge sharing

1.Assist HR Senior Officer in overseeing the day-to-day operation of ICA Administration (with a focus on either UNOPS or Partner Personnel) - Monitor status of daily operations to ensure efficient ICA administration and report to HR Senior Officer or office management, as necessary - Monitor communications and shared inboxes, highlighting recurring issues/problems to the supervisor - Support HR Senior Officer in ad hoc HR admin campaigns and clean-up exercises - Support management of record maintenance, relevant data tracking and statistical summaries

  1. Support the efficient administration of contracts, benefits and entitlements for UNOPS and Partner ICAs - Perform a variety of routine tasks and duties related to HR, contract creation and issuance, supplier registration, processing COPs, Medical Insurance enrollment, UNC applications, Tax Attestations, Certificate of Services, updating HR data, etc.

- Monitor and track ICA Admin Team transactions to ensure timely, consistent and equitable provision of services to UNOPS and Partners - Collection, verification and follow-up on required HR documentation related to benefits, entitlements and contracts - Review of HR documents and HR data entries for completeness and accuracy for audit purposes - Assist and support in management of HR data quality both in and outside the UNOPS ERP system

  1. Support in implementation of HR procedures - Full compliance of HR processes and records with UNOPS and Partner rulesets, regulations, policies and strategies

- Input to the content of internal Standard Operating Procedures (SOPs) on ICA administration in consultation with the direct supervisor and office management - Support to HR Senior Officer on implementation and monitoring of various HR initiatives

4.Support in the facilitation of knowledge building and knowledge sharing - Participation in the trainings for the operations and implementation of HR-related projects - Effective communication with other HR focal points within day-to-day operations to support successful provision of BSSC’s services - Liaise with related parties on issues related to payroll payments, benefits and entitlements - Contribute to knowledge networks and communities of practice, as appropriate

Education/Experience/Language requirements

Education: - Completion of Secondary education is required. First University Degree in Human Resources Management, Business Administration, Public Administration, or equivalent disciplines is desirable and may substitute for some of the required years of experience. - Knowledge of UN policies, procedures and practices highly desirable

Experience:

  • Minimum of four years of relevant experience in an international and/or national organization in providing HR advisory, recruitment, and/or HR-generalist services.
  • Some experience in UN system organizations is desirable
  • Proficiency in computers and office software packages (MS Office) and experience in handling of web-based management systems is required.
  • Experience in use of HR information systems, Enterprise systems is desirable.

Language Requirements: - Full knowledge of the working language is essential (English). - Knowledge of another official UNOPS language is an asset.

Contract type: Local Individual Contractor Agreement Contract level: LICA-4 Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
