Purpose of the Job:

The purpose of a HR and Admin Assistant is to implement delegated area of responsibility of HR and Administration in Kabul Central. The HR and Admin Assistant will ensure implementation of NRC policy, procedures, and tools in NRC Afghanistan with focus and main responsibility on Human resources and administrative functions. The HR and Admin Assistant will work closely with hiring managers on recruitments and with staff on explaining Standard Operation Procedures (SOPs), guidelines and handbooks.

Responsibilities:

Generic Responsibilities:

  • Adhere to NRC policies, tools, handbooks and guidelines
  • Assist with the implementation of the support function portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Promote and share ideas for improvement of the support function
  • Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
  • Promote and share ideas for technical improvement

Specific Responsibilities:

Human Resources:

  • Assist HR and Admin Officer in filling, scanning and storing Personal and recruitment documents.
  • Assist HR and Admin Officer to track and obtain signature on monthly attendance and Timesheets.
  • Assists HR and Admin Officer/Coordinator in briefing and debriefing procedure of staff.
  • Facilitate recruitment processes, such as checking job descriptions, sending new hire forms for approval, assist HR and Admin Officer/HR and Admin Coordinator in arranging test and interview.
  • Organize interview and testing process, including collection of required documentation (NIC/Tazkira, References, education verification etc.)
  • Implement hiring process: Help, conduct, document and verify references in consultation HR and Admin Officer/Coordinator.
  • Ensure job contract and all HR/administrative documentation for personnel file is complete and kept in confidential.
  • Transparently manage the HRMIS. Input employee details and allocate NRC people numbers.
  • Maintain trackers, records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and attendance and absenteeism rates for Kabul Central
  • Undertakes other task as deemed necessary in Line with goal providing support to management in Central office.

Administration:

  • Assist HR and Admin Officer in finalizing lunch menu and monthly price for lunch in consultation with all staff and ensure that all staff have paid their monthly payments
  • Ensure timely provision of office space, desk and accommodation for incoming staff
  • Take charge of assets such as office furniture, fitting, building and equipment
  • Make sure to properly follow office cleanliness with Admin related auxiliary staff
  • Make sure that hygiene lunch is being provided by cooks
  • Make sure that office kitchen is kept clean by cooks
  • Performs other duties when required and given by the line manager

Context/ Specific Skills, Knowledge, and Experience:

  • Minimum Bachelor Degree in Business Administration, Economics, Public Administration, Business Management or Human Resource Management is required.
  • Minimum two years of experience in administration and human resource management with a satisfactory performance with reputational organizations, preferably with UN or INGOs is required.
  • Good knowledge of local languages.
  • Strong communication skills.
  • Ability to work under pressure
  • Knowledge of HR practices
  • Good follow up and organizing skills
