Background
NRC has been present in Nigeria since 2015 and has been working to help displacement affected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: Water, Sanitation and Hygiene (WASH), Shelter, Education, Information-Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection from Violence. NRC provides immediate assistance during the onset of emergencies through the rapid response mechanism (RRM) focused on cash assistance. In Nigeria, we are also piloting and refining several approaches to local partnership, through which we are helping local civil society reach hundreds of thousands of people annually. NRC has also been a key advocate for displacement in the country, and a key stakeholder in efforts on durable solutions. With a workforce of approximately 250 staff and presence in key locations such as Maiduguri (in Borno State), Yola (in Adamawa state) and Jos (in Plateau state), NRC can respond to the needs of those affected by the conflict across Northeast and North-Central directly, and across the country via our partners.
NRC has been impacted by the recent changes in US foreign policy and suspensions of USAID programs, but we continue to implement activities in partnership with our Scandinavian and European donor agencies, and we are continuing to implement life-saving activities under resumed USAID programming. As a result of reduced funding, however, NRC is now in the process of consolidating its Area Office North (Borno) and its Area Office South (Adamawa) into one Area Office Northeast, with programs and partnerships across both states under a unified area management structure.

Responsibilities
Roles and responsibilities
The purpose of the HR Coordinator role is to support the strategic delivery of HR functions across NRC Nigeria, with a particular focus and HR support for partnership projects, Recruitment and Administration. The position works closely with HR/Admin Manager the Country HR team, as well as Area Offices, to assess HR needs, propose and implement improvements, and ensure alignment with global, regional, and country-level HR and L&D strategies.
The role will also be responsible for overseeing HR processes linked to NRC’s partnerships, ensuring alignment with donor regulations and national labour laws, and will contribute to recruitment and HR administrative functions.
Generic Responsibilities
- Implement NRC’s systems and procedures at the Country level
- Ensure adherence to NRC policies, handbooks, guidelines, donor requirements, national labour laws and procedures
- Prepare and submit reports and analyses on the different learning and development initiatives
- Support line managers in procedures related to learning and Development
- Advice in personnel conflicts/processes when relevant
- Coordinate with relevant partners, suppliers, consultants and authorities when required.
- Contribute to the development of policies, strategies, tools and new approaches, with a focus on innovation and piloting
- Ensure that best practices are identified, documented and disseminated both within the CO and beyond
- Provide capacity development across Area offices in the Country Office
Specific responsibilities:
Recruitment and HR Administration
- Manage end-to-end recruitment and onboarding processes in compliance with NRC policies, including position validation, job postings, candidate selection, and offer finalization.
- Assist in the process of issuing and renewing national employment contracts.
- Work closely with the HR Coordinator counterpart to process the monthly payroll by ensuring accurate validation of staff data (contracts, step progression, allowances, deductions), timely input into NRC People and the Master Payroll, verification of payroll comparison and collaboration with the Finance Department to ensure salaries are processed accurately and in line with internal controls
- Provide support in the digitalization and reorganization of employees’ records across all locations by ensuring proper use of the Filing Tree for uploading documents, standardizing physical file structures, verifying completeness and accurate classification
Learning and Development
- Responsible for the coordination and conducting NRC Ways induction courses according to set timelines for all staff in Nigeria in close coordination with NRC Way Trainers in the different field offices.
- Lead the implementation of the Annual Learning and Development Plan, ensuring alignment with global priorities and active engagement of managers to enhance staff capacity
- Support the strengthening of NRC’s Performance Management system by training line managers and staff on the process and effective use of the tools available in NRC People
Partnership Engagement and Support
- Participate in due diligence visits with the partnership unit and support teams to assess core HR standards, including job descriptions, recruitment, code of conduct, terms of employment, salary structure to ensure alignment with NRC standards and donors’ requirements
- Review HR-related documentation from partners (e.g., staffing tables, salary scales, HR budgets, ) to ensure alignment with NRC standards and the Partnership Implementation Agreement (PIA) and provide additional inputs if needed.
- Lead partners’ onboarding and communicate key HR requirements.
- Collaborate with the Partnerships Unit to assess partner HR capacity and identify training needs.
- Participate in the design and deliver HR and L&D training sessions for partner organizations, including NRC Ways, performance management, and leadership development.
- Participate in monitoring and evaluation of partners HR practices and learning initiatives, providing feedback and recommendations.
- Maintain documentation and reports on partner HR capacity-building efforts and lessons learned.
- Supervise the administrative management of international staff, including monitoring visa validity, processing and renewing CERPAC, and liaising with authorities (Immigration Office, Ministries) to obtain the necessary travel documents and permits required for NRC to operate in the country.
- Oversee housing arrangements for international staff and visitors.
- Supervise administrative services related to premises and service providers, including managing lease agreements, tracking invoices (rent, commercial flights, hotel bookings, telephone bills), and ensuring regular maintenance of buildings
