DRC Syria

DRC has been actively operating in Syria since 2008 mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts and provide assistance to IDPs and the vulnerable resident population countrywide. Since then, DRC activities have been focused on NFI distributions, Shelter, WASH, Protection, Education, Livelihoods, and Mine Risk Education in six Governorates (Damascus, Rural Damascus, Dara'a, Aleppo, Hama, and Homs). While Protection/community service activities are provided to beneficiaries throughout our six Community Centers.

About the job

HR & Admin Manager will lead and manage Human Resources functions, provide overall advice, coordination, and management to the Human Resources and Administration team, and ensure efficient support to the program in accordance with existing DRC policies and procedures.

Responsibilities:

Human Resources Policies and Support

  • Maintain and update Staff Human Resources Handbooks as necessary.
  • Proactively pursue continuous process improvement in Human Resources related practices in order to enhance the quality and efficiency of output/delivery.
  • Work closely with RO/HQ to share information and provide support as required.
  • Implement DRC’s HR systems and procedures at the national level.
  • Ensure adherence to Employment Guidelines and other DRC policies.
  • Ensure compliance with the local labor law within Syria.
  • Prepare regular HR analyses and reports.
  • Ensure safe and standardized filing of personnel documents in all offices.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within DRC and amongst beneficiaries served by DRC.

Management

  • Lead and manage the Human Resources team (including people planning, performance, well-being, and development).
  • Provide technical support, advice, and capacity-build the Human Resources team.
  • Advise and assist managers in Human Resources related issues and concerns.

Recruitment, development, and people planning

  • Drive and support recruitment and selection activities ensuring compliance with the recruitment process.
  • Work with the senior management team and senior staff on new staff retention strategies and initiatives.
  • Ensure proper onboarding process.
  • Ensure oversight and consistency in position titles and grades, across the country Programme.

Performance, well-being, and compensations & benefits

Proactively respond to and manage performance counseling, employee grievances, and disciplinary issues as required, with a focus on building manager competency and ensuring that documentation is well-kept.

  • Implement the DRC performance management system including developing the capacity of managers to implement effective performance management.
  • Link performance reviews to staff development, assess training needs and develop a robust training programme.
  • Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labor regulations and requirements
  • Lead people well-being initiatives.
  • Support in reviewing salary structure in partnership with the Senior Management team and coordinate annual compensation review process and compensation adjustments.

Compliance & Capacity Building

  • Ensure that all DRC offices in Syria comply with necessary national, DRC, and donor regulations.
  • Conduct regular visits to field offices to ensure compliance with HR policies & procedures.
  • Provide capacity-building support to HR staff & Admin.
  • Support line managers to manage employee relations.
  • Training, support, control, and development of HR teams in all offices, and support and training of all staff with HR responsibilities/ personnel management.

Administration

  • Ensure oversight of relevant lists (e.g. leave, R&R) in coordination with managers and field sites.
  • Monitor contract end dates and proactively liaise with managers regarding extension or end of contract.
  • Coordinate the staff exit process.
  • Ensure oversight of the management of visas, entry permits, alien registration, and work permits.
  • Ensure timely updating and renewal of organization registration certificates.
  • Maintain and safeguard DRC records. Develop and manage a logical file system for DRC’s contracts, with a database containing the essential information for DRC service providers and consultants towards effective internal management and administration.
  • Liaison with local institutions, authorities, and ministries in all matters related to administration and relevant to DRC operations in the country.
  • Responsible for the proper functioning of all offices and DRC guesthouses and equipment. Ensure that insurance for the premises and equipment is updated at all times.
  • Management of an effective central mailing system in the Country Office.
  • Ensure legal compliance with country regulations and laws with respect to NGOs Act and labor laws.
  • Coordinate and ensure quality and timely corporate reporting in HR/Administration department

Specific responsibilities

  • Ensure strong induction and exit processes in line with DRC requirements.
  • Oversee the relationship with DRC’s legal advisor on HR issues.
  • Knowledge, skills, and experience that will help you succeed in this role.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.

Experience and technical competencies:

  • Minimum 5 years of working experience in Human Resources with at least 2 years in a senior Human Resources management role in large organizations or INGOs.
  • Proven leadership skills and competence in people management.
  • Demonstrated understanding and working knowledge/experience of Human Resources Management principles, concepts & processes.
  • Extensive knowledge of local labor law.
  • Excellent skills in handling and advising on complex people management issues.
  • Experience in developing Human Resources strategies and policies, and driving implementation.
  • Experience using an online system for recruitment.
  • Full professional proficiency in English.

Education:

University degree in Human Resource Management, Business, Law, or Social Science. Master’s degree in a relevant field or a professional certificate in HR is preferred.
