Purpose of consultancy

Support for the implementation of the WHO initiative "Hospital Friendly to Safety of Patients” in a group of 15 pilot health establishments (13 public hospitals and 02 private clinics).

Background

The Ministry of Health launched in November 2019 and in collaboration with the World Health Organization, a program for patient safety following the initiative “The Patient Safety Friendly Hospital Initiative ". This initiative institutionalizes a patient safety program at the operational level.

The work has been initiated through the identification of a number of public and private hospitals from different geographic areas in Tunisia. These selected hospitals were continuously provided with technical support and orientation on how to institutionalize patient safety systems based on the WHO-recommended standards and criteria. The work has initially enrolled 6 hospitals and the further expanded to 15 hospitals. In this context, the MOH is requesting WHO support to hire 3 national consultants that will provide assistance and guidance on how to ensure effective implementation of the proposed improvement programmes.

Work to be performed

Output 1: Training and orientation material in relation to the related patient safety standards and tools

Task 1.1: Develop a Conduct training needs assessment survey on PS standards and tools applicable for hospital settings in Tunisia

Task 1.2 Participate in the preparation of a training package on the PSFHI standards and related tools.

Task 1.3 Facilitate workshops on the proposed PSFHI standards with a focus on the identified priority gaps.

Deliverables

• TNA survey tool

• Survey results report

• PSFHI orientation and guidance training material

Output 2: Assistance for operational teams in the assessment and implementation of improvement interventions

Task 2.1: Conduct supervision for the operational teams and assist in the development of self-assessment and improvement plan of action.

Task 2.2: Assist the operational teams for the selection of key indicators for monitoring and evaluation

Deliverables

· Supervision visit reports

· Plan of action for self-assessment and improvement

Final consultancy report

The deliverables

· The methodology of the self-assessment in the establishment

· The report of the self-assessment conducted in the establishment.

· Action plan developed.

· Monitoring and evaluation tool per establishment

· Attendance sheet for people met on site.

· Intermediate reports with the synthesis of the activity implemented the reports of visits.

· The final mission reports.

Educational

Essential: University degree in medicine or related fields pharmacy with good knowledge of WHO programmes for patient safety and quality, especially the WHO Patient Safety Friendly Hospital Framework third edition.

Experience

Essential: At least 5 years of professional experience in health care management, patient safety, and quality of care

• Experience in the implementation of patient safety standards and tools by reference to the “Friendly Hospital of Patient Safety” and of the evaluation methodology.

• Experience in the use of patient safety and quality improvement tools including the monitoring and evaluation of improvement programmes

Languages

Essential: Experience in the English language

Desirable: knowledge of the French language

Location

The Consultant is expected to perform her/his work in Tunisia, especially in Tunis and other governorates.

Travel

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive a subsistence allowance.

Medical

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Remuneration and Expected duration of the contract (Maximum contract duration is 11 months per calendar year)

· Remuneration: National level of NO-C

· Expected duration of the contract: 40 days, starting from 15 July 2023
