UNICEF Iraq is currently in its first year of implementation of the 2020 – 2024 Country Programme of Cooperation with the Government of Iraq, which is aligned with, and integrated in the new UN Sustainable Development Cooperation Framework (UNSDCF) 2020 – 2024. Although between 2012 and 2020 UNICEF Iraq has received a considerable amount of funds, during the past 4 years the office has experienced a drastic decrease in funding. An overwhelming majority of funds comes from public sector donors, while only a small percentage comes from private sector donors. Furthermore, one of the current challenges faced by UNICEF in Iraq is the short term, emergency nature of most funding envelopes, leaving a remarkable gap in terms of development funding, whose aim is to invest in activities fostering sustainable services and a resilient population.

Goal / Objective: This consultancy will support UNICEF Iraq Country Office in development of the country office 2021- 2024 Resource Mobilization and Leveraging Strategy and year wise Action Plan and related tools and products to support implementation.

This consultancy will support the office in:

  • Desk review and contextual analysis of the global, regional and domestic donor environment (focusing both on public and private resource partners), past funding trends and opportunities, as well as threats related to the challenge of mobilizing and leveraging resources and strategic opportunities going forward.
  • Building consensus internally on the priorities for donor/development partner engagement, private sector engagement and resource mobilization and leveraging in support of the implementation of the current Country Programme.
  • Strengthening the interface among Advocacy, Communications and Partnerships.
  • Developing a Resource Mobilization and Leveraging Strategy that reflects this consensus and year wise Action Plan that details specific tasks, responsible persons, and deadlines along with tracking and monitoring tools to assess regular progress against the action plan.
  • Ensuring that Senior Management and Programme Chiefs have several high-quality products and tools that explain the new Country Programme in a manner that resonates with local and international development partners and positions UNICEF as a partner of choice.

The consultant is expected to work closely with the Representative, Deputy Representative and Resource Mobilization Manager with overall technical supervision by the latter. The consultant will interact both internally, with relevant staff to access relevant information, and externally with partners and donors.

Resource Mobilization and Leveraging here refers to the actions taken by UNICEF to ensure programme results are met through direct material (financial and non-financial) and/or human resource support to the Country Programme as well as through indirect means, such as advocating for support for partners or for activities contributing to planned results but not implemented by UNICEF. The strategy and action plan will aim at helping UNICEF actively mobilize resources from both public and private sector donors. These will include traditional donors – including bi-lateral donors who regularly give to UNICEF, through inter-agency funding mechanisms, and UNICEF National Committees – but will also explore non-traditional partnerships. Non-traditional partnerships in this context can include actors from the bi-lateral donor community who have not given to UNICEF Iraq in the past, multi-lateral groups and international financial institutions (IFIs), or private sector companies, groups and individuals (including Muslim philanthropy, high net worth individuals, etc.). The strategy will also explore how to engage private sector, particularly through corporate social responsibility (CSR), socially responsible investing and/or creating shared value (CSV). The range of engagement will include not only direct financial support to UNICEF, but also other forms of support, such as: joint programmes; in-kind support (i.e. technical expertise, supplies, logistics); advocacy, awareness raising, and social mobilization; innovative financing mechanisms within existing programmes. While developing the strategy and action plan, the Consultant will have to bear in mind the competing regional priorities and the need to avoid donor fatigue, proposing solutions to improve coordination with UN sister agencies.

How can you make a difference?

The incumbent will be responsible to draft the following documents:

  1. Inception Report outlining the work plan for the duration of the contract, a calendar for deliverables and methodologies for completion of the process.
  2. Comprehensive contextual analysis of the Iraqi landscape, highlighting funding gaps, opportunities and challenges ahead.
  3. SMART Resource Mobilization and Leveraging Strategy based on Country Programme 2020 – 2024 and sound contextual analysis.
  4. SMART Resource Mobilization and Leveraging Action Plan (including a monitoring framework)
  5. Donor Profiles for 10 new potential ICO Public and Private Sector partners.
  6. Short, generic concept-note on the Country Programme Document, to be shared with donors.
  7. Two-pagers on each thematic area of the Country Programme (Health and Nutrition, WASH, Education, Child Protection, Social Inclusion and Policy and Adolescent Development) as well as on cross-cutting issues (such as refugees, IDPs, etc.).
  8. Generic PowerPoint presentation to be delivered by Senior Management to pitch the Country Programme and the comparative advantage of UNICEF in contributing to the realization of children’s rights.
  9. End of Contract Summary Report to confirm the list of deliverables and highlight any challenges or recommendations for the future workplan.

The Consultant will also kick off and monitor the first phase of implementation of the action plan.

To qualify as an advocate for every child you will have…

The consultant (P3/P4 level) is expected to meet the following requirements in terms of qualifications and experience:

  • Education: At least an advanced degree in development cooperation or any other related field.
  • Specialist skills/training: Relevant work experience in developing countries and emergencies; knowledge of issues being addressed by national development plans, including UNICEF’s key documents is an asset; excellent knowledge of the global aid environment and UNICEF resource mobilization direction.
  • Years of Experience: A minimum of 8 years’ experience and demonstrated mid-level experience in economics, public policy, evidence of prior work within resource mobilization, private sector partnerships engagement and programming, done with or for international organizational with a special focus in fundraising and resource mobilization and leveraging. A track record in assisting UNICEF and/or other UN country offices in developing resource mobilization and leveraging strategies is a strong asset.
  • Language: English fluency and strong oral and written communication skills. Fluency in Arabic is an asset.
  • Other: An in-depth understanding of the typology and economic situation of Iraq and largely the MENA region is an asset. Work effectively through email, phone and other means of communications; Availability to travel if needed.

Contractual Terms and Conditions

  • Candidates should submit a financial proposal for the assignment, outlining all-inclusive fees per deliverable (based on the number of days worked and daily rate charged).
  • Travel expenses to the duty station and within the country, if required, will be paid in accordance with UNICEF polices/rules and regulations for individual consultancy assignment.
  • Under consultancy agreements, a month is defined as 21.75 working days, and fees are prorated accordingly for actual days worked.
  • The consultant is not entitled to payment for overtime, weekends or public holidays, medical insurance, taxes, and any form of leave.
  • The Consultant must not publish or disseminate reports, data collection tools, collected data or any other documents produced from this consultancy without the permission of and acknowledgment of UNICEF Iraq.
  • The selected candidate will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
