The WASH sector’s RoadMap 2020 - 2025 articulates an innovative approach to enhance the capacity of the WASH sector to deliver a predictable, quality humanitarian response through strengthened collective commitments and strategic partnerships. This change agenda puts forward the urgent action required to bolster the sector and pinpoints the paramount importance of the capacity and resources needed to deliver quality WASH responses. The Implementation Plan is composed of 17 partner consortia responsible for leading and co-leading the initiatives to operationalise the strategic framework.

As part of this ambitious strategy, the WASH sector aims to promote systematic integration and to develop new (and/or strengthening existing) inter-sector/cluster collaboration, integration, coordination, partnerships, and related synergies, which in turn could translate into joint operational frameworks/models. The WASH sector aims to ‘position’ itself within other sectors’ to maximize more significant results and break down sectoral silos.

How can you make a difference?

The purpose of this consultancy is to support strengthening inter-sectoral/cluster collaboration with clusters and partners at the global, regional, and country levels to ensure the efficiency and effectiveness of the humanitarian response.

The WASH Inter-Sectoral/Cluster Collaboration Coordinator, with the support of the Global WASH Cluster’s (GWC) Cluster Advocacy and Support Team (CAST), in collaboration with co-leads of the partner consortia, IMC and Save the Children, will:

  • Develop a strategic guidance to the GWC and key WASH partners on optimizing opportunities for greater collaboration with other sectors/clusters through operational and technical forums;
  • Develop technical and operational guidance, tools, training/webinars related to inter-sectoral/cluster collaboration at global and country levels;
  • Work in close collaboration with national coordination platforms, national governments, local actors, and other relevant stakeholders to ensure inter-sectoral/cluster collaboration across multiple sectors/clusters;
  • Support the GWC and key WASH partners with information sharing, knowledge management, and learning related to inter-sectoral/cluster collaboration; and
  • Maintain regular contact with focal points from other clusters/partners and represent the GWC and key WASH partners in key meetings and events related to inter-sectoral/cluster issues.

Contractual arrangements:

  • Duration: The consultancy will be carried out over a period of 60 days, over 6-months, from the period of 15th June to 15th December 2021.
  • Location: The consultant will be home-based. No travel is expected to take place.
  • Payment: The consultant will be paid as per the above schedule upon timely and satisfactory submission of deliverables

To qualify as an advocate for every child you will have…

  • University degree, preferably at an advanced level, in a subject area relevant to humanitarian, development, international relations, or related field to the WASH and/or public health sector.
  • At least 8 years of progressively responsible work experience and expertise in the humanitarian sector in programme management, coordination, partnerships and monitoring. Strong operational knowledge of the Cluster system and the IASC is desirable.
  • Proven experience and knowledge in developing strategic frameworks, technical and operational guidance for inter-sectoral/cluster collaboration is highly desirable.
  • Strong analytical and synthesis skills, with proven experience in data collection and compilation.
  • Good communications skills and experience of facilitation of webinars and meetings (remote).
  • Ability to write clearly and present complex strategies into synthesized reports and findings; with fluency in English required, and French is a strong asset.
  • Ability to manage the available time and resources and to work to tight deadlines, with minimal supervision.
  • Able to play an independent and diplomatic role with all parties involved.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
