Background

Strengthening local and national capacity in preparedness, response, coordination, and information management is an integral component of the Cluster Approach. As such, ensuring the delivery of up-to-date and fit for purpose training is integral to ensure appropriate operational support and guidance to coordination mechanisms in their work to plan the predictable and equitable provision of education in emergency for children affected by crisis. The unprecedented scale, impact and duration of the COVID-19 pandemic further underscored the important role coordination plays to effectively respond when a crisis hits or worsens. The pandemic also revealed a need to update GEC trainings based on needs and supported requested by country teams around preparedness to ensure Education Clusters and Working Groups are ready to respond to new or worsening emergencies.

Against this backdrop, the GEC is seeking a Capacity Development Consultant to update and deliver four trainings: (1) the Core Coordination Training CORE 1 e-Learning, which provides participants with a foundational understanding of education in emergencies coordination; (2) the Core Coordination Training CORE 2 training, which equips participants with further skills to strengthen their coordination capacities by blending theoretical and practical approaches; (3) the Strengthening Education in Emergencies in Rapid Response Mechanisms Training Package and Toolkit, which instils skills and knowledge to strengthen inclusion of education in first response; and (4) the Approaches to Joined Up Coordination training in partnership with UNHCR and INEE, which strengthens participants familiarity of, and synergies across the different development, IDP and refugee education coordination mechanisms. In addition, the Capacity Development Consultant will support 3 countries incorporate learning from the updated CORE 1 and CORE 2 trainings into their revised Education Cluster Strategies.

Purpose of the assignment

The GEC is seeking a Capacity Development Consultant as part of ongoing efforts to ensure country coordination teams are prepared with the skills, tools and knowledge to coordinate education in emergencies responses. The consultant will update and implement the Core Coordination Training package aimed at preparing country teams and partners to coordinate effective and efficient responses by equipping them with foundation coordination and information management skills. Additionally, the Consultant will finalize and implement the Strengthening Education in Emergencies in Rapid Response Mechanism Training Package and Toolkit, which aims to ensure country coordination teams and partners have the appropriate capacities, tools and processes in place to provide timely and effective responses when an emergency strikes. Furthermore, the Consultant will work with UNHCR and the INEE to contextualize and deliver two Approaches to Joined Up Coordination trainings to national and sub-national coordination teams and key partners representing clusters, refugee’s coordination groups and development education groups.

Main tasks / Key Deliverables

1) GEC Core Coordination Training (CORE 1 and CORE 2)

  • Review of the Core Coordination - CORE 1 training
  • Revision of the Global Core Coordination CORE 2 trainings
  • Delivery of two Global Core Coordination CORE 2 training to national and sub-national coordination teams, including Ministry of Education (MoE) counterparts.
  • Delivery of two Country Core Coordination CORE 2 trainings, contextualised and delivered to national and sub-national coordination team, including MoE counterparts and key partners with Education Cannot Wait (ECW) Multi-Year Response Plans (MYRPs) components

2) Strengthening Inclusion of Education in Rapid Response Mechanisms Training

  • Develop the Strengthening Inclusion of Education in Rapid Response Mechanisms Training and Toolkit, including working with UNESCO IIEP to integrate their module on the role of Ministries of Education
  • Delivery of 4 regional RRM trainings and 11 country practical trainings to national and subnational coordination teams, including MoE counterparts and key partners.

3) The Approaches to Joined Up Coordination Training

  • Working with UNHCR and the Inter-agency Network for Education in Emergencies as part of the Initiative for Strengthening Education in Emergencies Coordination (ISEEC), contextualize and deliver two Approaches to Joined Up Coordination trainings to national and sub-national coordination teams and key partners representing clusters, refugee’s coordination groups and development education groups.

4) Support 3 countries incorporate learning from the updated CORE 1 and CORE 2 trainings into their revised Education Cluster Strategies.

Consultant’s Work Place and Official Travel

The Consultant will be home-based.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. Please indicate a daily fee based on 220 working days to undertake this assignment.

To qualify as an advocate for every child, you will have...

  • Advanced degree in International Affairs, Humanitarian Affairs, Education, Political Science, Management or other relevant field
  • Minimum of 10 years of work experience in the humanitarian sector and/or the education in crises sector, both at the country and global level.
  • Significant experience in designing, developing, and delivering capacity building activities.
  • Previous consultant experience on projects that require a highly iterative and consultative inter-agency process, with capacity to incorporate a range of feedback and perspectives in final products.
  • Knowledge of institutional mandates, policies and guidelines pertaining to cluster coordination and education in emergencies.
  • English and French are the working languages of the United Nations Secretariat. For this consultancy, fluent oral and written English is essential, and French would be an asset.
