Purpose of Activity/Assignment

UNICEF mandate is to ensure that children’s life, wellbeing, and rights are protected and supported. UNICEF works worldwide to strengthen institutional and governmental systems protecting children and adolescents, promoting their rights and supporting their development in a safe and conducive environment. UNICEF promotes community-based actions and programming to empower families and communities in attaining their needs fulfilled and caring for the most vulnerable groups. In a great variety of settings, from war-torn countries to disaster-affected areas, from low- to middle- and high-income countries, UNICEF commitment is to ensure that special attention is given to the most vulnerable children and adolescents so that their fullest potential can be achieved.

In Italy, an outposted team from UNICEF ECARO Regional Office is operational since 2016 to respond to the unique needs of migrant and refugee children, their families and women, providing technical assistance to national authorities and civil societies and direct services when needed. Since the beginning of the migrant and refugee influx, UNICEF is responding to the unique needs of children, their families and women who are seeking asylum in Europe, on the move, stranded or pushed back. UNICEF-supported interventions in Italy continue also to focus on strengthening the protection system through capacity development of frontline workers and key stakeholders on gender-based violence (GBV), child protection (CP), mental health and psycho-social support (MHPSS) and adolescent development and participation (ADAP), standards and core concepts, working closely with ministries, universities, civil society organizations and more. E-learning training proved to be an efficient, flexible and easily accessible tool to reach a broad audience, giving access to resources and guidance developed by UNICEF and partners for further capacity building in this field.

In this context, the UNICEF response team in Italy is looking for a consultant to support the development, testing and publication of e-learning products. This consultancy aims to support the UNICEF team and partners to design and develop a strategy for distance learning training to be integrated into the response program in Italy through the creation of e-learning solutions and content for e-learning courses.

Scope of Work

The purpose of this consultancy is to support the Italy team through the design and finalization of e-learning products. Key responsibilities of the Distance and e-Learning Specialist include:

  • Design and develop e-learning courses’ contents in collaboration with the GBV, CP and ADAP teams and uploading of the final contents into the learning management system (LMS).
  • Support testing the online trainings developed in the Learning Passport;
  • Provide technical support to UNICEF Italy Staff procuring digital content services (e.g. curation, digitization, localization, production), quality assuring their deliverables from a digital perspective;
  • Support the development of monitoring and evaluation tools for the online training courses;
  • Coordinate the activities related to the Learning Passport (LP) Italy, guiding the UNICEF Migrant and Refugee Response in Italy in its use, introducing any update needed in the platform and being the liaison between the UNICEF Migrant and Refugee Response in Italy and the Learning Passport Global Team.
  • Provide on-the-ground support to users (learners and facilitators) and stakeholders at key moments of engagement. Support may include sourcing and uploading content in collaboration with UNICEF Italy Staff and government agencies, creating courses and lessons, and providing analytical reports from data aggregated by the platform;
  • Support to the definition of a visual identity and structure to standardize UNICEF courses to be offered in the LP.

Consultant's Work Place and Official Travel

The assignment will be home-based in Italy.

As part of this assignment, some local/in-country travel is expected. The consultant will arrange her/his travel as and when they take place, and related costs will be reimbursed per UNICEF travel policy.

Travel Clause

  • All UNICEF rules and regulations related to travel of Consultants apply.
  • All travels shall be undertaken only upon the prior written approval by UNICEF.
  • The consultant must be fit to travel, be in a possession of the valid UN BSAFE certificate, obligatory inoculation(s) and have a valid own travel/medical insurance and an immunization/vaccination card.

Estimated Cost of the Consultancy & Payment Schedule

The consultant will be paid monthly upon submission of an invoice, indicating the number of days worked, as per the agreed workplan. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

Please submit a lumpsum professional fee (in EUR) in your application based on 142 working days to undertake this assignment. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. Please do not include travel fees in your financial proposal as this will be reimbursed as and when they take place.

Knowledge/Expertise/Skills required:

  • Advanced degree is required in social science.
  • A minimum of 10 years of relevant experience with distance training and E-learning design and publication;
  • Proven ability in designing and publishing e-learning;
  • Previous experience with UNICEF and knowledge of migration situation in Italy;
  • Knowledge on E-learning passport platform;
  • Fluency in Italian and English

Desired:

  • Proven expertise on GBViE, CP and ADAP training, specifically within migration context;
  • Previous experience with UNICEF and knowledge of migration situation in Italy.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
