Purpose of the Assignment

Strong capacity and leadership in coordinating a child protection (CP) response in humanitarian contexts is fundamental to saving lives and scaling up related programmes in a manner that is predictable, timely and effective. At a global level, the Global Child Protection Area of Responsibility (CP AoR) led by UNICEF has made significant progress since 2007 in bringing together Child Protection in Humanitarian Action (CPHA) partners to support coherent emergency response. As part of its cluster lead agency responsibilities, UNICEF is responsible for supporting capacity development among its staff and partners in the areas of CP coordination and information management.

Over the years, the Global CP AoR has developed and offered a variety of trainings and capacity development initiatives through different channels and forms and in different regions and languages. In light of recent developments in the global context and the new possibilities offered by online technologies, the Global CP AoR will develop a learning and development strategy to achieve the objectives set in its 2022-2024 workplan and in UNICEF’s Global Cluster Coordination Section (GCCS) Talent Management Strategy under development. This will allow to continue reinforcing coordination and information management capacities in a structured, continuous, and strategic manner to match current and future skills needed in humanitarian operations.

In addition, maintaining and scaling up global capacity in CPHA coordination and information management has remained a persistent challenge due to high staff turnover and a limited pool of available profiles. Traditional capacity-development models (i.e. face-to-face trainings) have struggled to keep up with the increased demand for knowledge and skills at local level. The Global CP AoR – together with other UNICEF-led Clusters – is in the process of developing an online e-learning platform to develop knowledge and skills in CPHA coordination and information management. This online e-learning platform will provide learning content based on the recently developed competency frameworks in coordination and information management.

As part of the e-learning effort, the materials and content for both coordination and information management need to be developed in line with the path set in the learning and development strategy (to be developed within this consultancy) and based on a mapping of modules to be structured based on the above-mentioned competency frameworks. Existing content will be identified to be used or adapted for the CP e-modules in order to avoid duplication of efforts (for example, the GCCS has already developed 48 generic information management e-modules and the Global Nutrition Cluster has developed other specific information management and coordination e-modules that could eventually be in part adapted or used for CP where applicable).

The Global CP AoR is therefore looking for a suitable candidate to develop its 2022-2024 learning and development strategy and to support the mapping and definition of the e-modules’ structure and content based on the review of existing training material and the CP coordination and information management functional competencies frameworks. Based on this work, the e-modules will be produced and uploaded at a later stage (these last steps do not fall within the scope of this consultancy).

The Global CP AoR will provide guidance, support and feedback to complete both tasks, and will help the consultant link with relevant colleagues as needed.

Scope of Work

LEARNING AND DEVELOPMENT Strategy

  • Produce a three-year learning and development strategy for the Global CP AoR based on an analysis of training needs at field level and existing CP coordination learning and development material. Pipelines of coordinators, co-coordinators and information management specialists at national and sub-national levels should be considered in the analysis, including the main internal and external career pathways and rotation of staff. The CP coordination and IM competency frameworks and the GCCS talent management strategy should also inform this process.
  • Include an estimation of the budget and resources needed to develop the proposed components of the strategy.

E-modules

  • Review existing CP coordination learning and development training material and resources, and map out the structure of the e-modules for the six functional competencies outlined in the CP AoR coordination and information management competency frameworks. Indicate which e-modules from coordination are also relevant for CP information management specialists based on their competency framework and vice-versa.
  • Specify the structure and content of each e-module (i.e., description, learning objectives, content), and provide the links to existing relevant material to be used or adapted. Point out gaps where content would have to be created if no existing material on the topic is available.
  • Provide input into the development and structure of the e-learning platform (learning pathways, certification process, evaluation process, optimal andragogical approaches, etc.), as required.
