FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S. territories. The USAID caring for vulnerable children (CVC) Activity, led by FHI 360 provides technical assistance (TA) to 5 country-based organizations receiving direct HIV program funding from USAID along with their 25 local implementing partners (LIPs) in 8 regions in Ethiopia. Additionally, the CVC Activity implements HIV service recovery activities for orphans and vulnerable children in conflict affected Tigray region.

For the CVC project, FHI 360 is seeking qualified candidate for the position of HIV/AIDS and Health Technical Director to be based in *Addis Ababa*****.

Accountabilities:

KEY FUNCTION OF THE POSITION

  • The HIV/AIDS and Health Technical Director is an integral member of the USAID Caring for Vulnerable Children (CVC) program staff. She/he is a senior professional and expert in his/her field who leads the technical oversight and support for the HIV/AIDS and health related activities of the program, specifically providing technical assistance for improving HIV prevention, linkages to HIV testing, treatment and adherence including process for assessing HIV risk, comprehensive cross referral case management systems and tracking of referrals.

  • She/he provides evidence-based technical assistance; develops strategic approaches to learning and leveraging HIV/AIDS programs throughout the portfolio, within the OVC program, and in collaboration with PEPFAR clinical and community programs as applicable.

  • Represent the CVC Program in meetings related to HIV/AIDS with the FMOH, RHB and partner organizations, different local governments, and community structures when required, for coordination of HIV/Health related technical support activities, processes and partners.

SPECIFIC ROLES AND RESPONSIBILITIES

  • The HIV/AIDS and Health Technical Director serves as the CVC program’s HIV/AIDS and health point of contact and will be responsible for the program planning, policy, partnership/coordination, research, and monitoring and evaluation of HIV/AIDS related activities.
  • She/he provides high quality technical oversight and hands on assistance to implementing partners, and ensures that appropriate strategies, guidelines, curricular, tools, procedures and technical support for promoting, assessing, testing, disclosing, linking to treatment, retention and adherence to treatment for HIV+ beneficiaries and linkage to ANC/PMTCT for HIV+ pregnant beneficiaries are implemented in accordance with acceptable quality, generate and use available evidence, and produce tangible results.
  • The incumbent will provide technical guidance to the project HIV/AIDS & Health officers and local implementing partners pertaining to the National Health Agenda and the 90/90/90 HIV/AIDS goals, and drive efforts for the project’s contribution to the goals. The incumbent will promote knowledge sharing on technical considerations and implementation approaches for the project to realize its contribution to the 90.90.90 goals (Test and Treat), host country requirements, and priorities.
  • She/he will further be leading on quality assurance and improvement efforts for HIV prevention, linkages to HIV testing, treatment and adherence and SRH/HIV integration within the OVC program across implementing partners in the respective regions.

SPECIFIC DUTIES AND RESPONSIBILITIES

Technical leadership and support planning, coordination and implementation oversight.

  • Contribute to the analysis and synthesis of substantive trends, evaluation and research findings in the Regions/Program areas, in order to produce new, cutting edge technical knowledge on HIV/AIDS and Health intervention effectiveness.
  • Provide technical guidance and programmatic oversight to all implementing partners pertaining to HIV prevention, linkage to HIV Testing, HIV treatment, adherence, viral load monitoring, and cross referral case management systems within the program’s portfolio.
  • Ensure that implementing partners work harmoniously together with the Regional Health Bureau and other health sectors to achieve the program’s overall HIV/AIDS and Health related results.
  • Assess progress and barriers to achievement against program descriptions, implementation plans and work plans, recommend action for improvement or modifications to address problems, and document and highlight results.
  • Lead the technical outreach with implementing partners regarding required HIV/AIDS and Health activities monitoring and reporting; collecting, managing, and analyzing data; and data quality assurance.

Coordination between the CVC project and clinical HIV and key populations programming.

  • Participate in the Adult Care and Treatment Technical Working Group (and any Pediatric Care and Treatment TWG as required), facilitate the placement of and manage “referral coordinators, “supervise other health staff hired by the CVC project and Local Implementing Partners (LIPs), facilitate the layering of OVC activities on top of clinical platforms and support any capacity building or cross training required by the CVC project or clinical staff.
  • Establish strategic working relationships and influence with other partners’ HIV/AIDS focal points that advance technical collaboration and leveraging between the OVC program and other HIV/AIDS related activities, like Community Care and Support and Key Population HIV prevention programs, in addressing PEPFAR priorities, control the HIV/AIDS epidemic of OVC.
  • Meet with FMOH and/ and Regional Health Bureau counterparts as necessary to coordinate assistance efforts and strengthen program collaboration and seek opportunities to leverage other donor assistance in support of USAID Caring for Vulnerable Children program objectives.
  • Organize and participate substantively in meetings of other PEPFAR/USAID Ethiopia funded Programs to advance synergies in between them.
  • Oversee periodic supervision of support regional staff as they carry out assigned tasks related to HIV/AIDS activities and official correspondence with the government officials.
  • Participate and represent USAID caring for Vulnerable Children Program in HIV/AIDS and Health related meetings, as well as other relevant regional and national forums.

Knowledge sharing and management

Knowledge management is key and closely connected with technical support functions for the HIV/AIDS and Health Technical Director. The responsibilities for the Technical Director include:

  • Provide leadership for research, monitoring, and evaluating of HIV/AIDS and health related activities by ensuring that a research agenda and performance monitoring systems are in place and aligned with USAID Caring for Vulnerable Children’s Strategy, PEPFAR, and UNAIDS 90/90/90 goals and guidance.
  • Lead and manage relevant knowledge exchange platforms including the national and regional level technical working groups among implementing partners, the government, and other stakeholders related to HIV/AIDS testing, care and treatment.
  • Organising specific sharing and learning opportunities for LIPs in close collaboration with the project Teams (horizontal exchange visits etc);
  • Collection and communication of up-to-date information on programme environment, including the situation and needs of children and adolescents, children of key populations and families affected by HIV;
  • Technical monitoring of implementation and articulation and communication of programme experience including specific intervention design and course of implementation, significant developments, achievements and failures, as well as results of operational research and advocacy;
  • Repackaging information for communication to a variety of audiences that may benefit from or influence the programme implementation;
  • Communication of programme related information to USAID HIV/AIDS Working Groups and meetings, and other stakeholders responsible for the development of HIV/AIDS programmes at national and regional levels (e.g. governments, technical agencies, professional associations, and potential partners);
  • Actively supporting the development of new programming and innovation, including identifying, developing and reviewing new opportunities for the programme, particularly when they are complementary to existing strategies;
  • Using programme knowledge to contribute actively to project planning exercises.

Other duties

  • Ensure coordination, linkages, engagement and learning with other USAID HIV/AIDS and key/vulnerable population focused programmes and projects in the project areas.
  • Supporting the regional HIV/AIDS & Health officers regularly and follow the program implementation progress and results; resolve issues/problems (if any) on a timely basis.
  • Undertake other responsibilities not outlined above which are appropriate for a role of this nature, including occasional support to other project areas as agreed with the supervisor.

Business Development and Client/Funder Support:

  • Collect data for inclusion in proposals
  • Assists with proposal research
  • Assists with developing proposal strategies
  • Draft proposals, budgets, and work plans
  • Develops and maintains relationships with potential clients / funders, partners, peers, etc. to develop new business.
  • Participate in business development meetings with partners/clients.
  • Develop strategies to grow the business.
  • The other higher-level (develop strategies to grow the business, lead design, etc.) are appropriate.
  • Participate in client / funder meetings and provide technical input.
  • Draft sponsor reports and presentations.
  • Represents the organization and / or Institute to external entities at professional meetings and conferences.
  • Maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs (non governmental organizations) and consistently maintained and viewed as a knowledgeable resource in their technical area.
  • Continually maintains a dialogue and technical exchange with field counterparts and technical staff members of implementing partners.
  • Participate in client / funder meetings and draft reports/presentations.

Partner/Sub-Award Management:

  • May be daily POC (Point of Contact) with clients for some projects on technical matters.

Capacity Building, Training and Supervision:

  • Develops and implements technical training and capacity building interventions.
  • Identifies strategies to address training gaps.
  • May supervise or provide technical guidance to staff members locally and in the region.

Operations Management (Finance, HR, etc.):

  • Manages the processes, services, planning, organizing, coordinating, and controlling of all technical resources for a project.

Project/Program Reporting:

  • Drafts sponsor financial and technical reports.
  • Collates and uploads output and deliverables data to sponsor data systems.
  • Prepares and delivers presentations to sponsors on progress.
  • Helps in the development and review of work plans.
  • Creates technical content, owning the content, true experts at an advanced level (maybe the most senior technical person).
  • Serves as the primary author for technical deliverables (e.g., reports, presentations, manuscripts).
  • Gathers and aggregates data to provide a summary / high level overview.

Quality Assurance:

  • Ensures technical deliverables are consistent with best practices in the industry / subject and meet client / funder contractual obligations
  • Identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures.

Applied Knowledge & Skills:

  • Ensures appropriate and timely technical support for field projects.
  • Ensures the quality of implemented technical activities and systems at all levels.
  • Conducts routine coordination with employees and consultants, on-site and in the field.

Education:

  • A Master’s degree (MPH) or higher (Dr.PH); plus, first degree in health (MD, Public Health or similar fields).
  • Project Management (PM) Certification preferred.

Experience:

  • A minimum of ten (10) years of progressively responsible experience in public health programming; at least five (5) of which on HIV/AIDS-related work; and at least three (3) years (combined) experience working with or for a bilateral or multilateral organizations funded by PEPFAR/ USAID for HIV/AIDS programs is required.
  • The incumbent should have supervisory knowledge, skill and understanding of the National and Global Health Agenda, including an AIDS-free generation, the UNAIDS 90/90/90 goals, and its targets of Ending HIV by 2030. The incumbent demonstrates excellent knowledge of evolving President’s Emergency Plan for AIDS Relief (PEPFAR) guidance, technical considerations, and implementation approaches (Test and Treat), host country requirements, and host government priorities, as well as situational assessment and interpretation skills, timely decision-making ability, extensive judgment in planning and carrying out tasks, and strong diplomacy and communication skills.
  • Experience working with the Federal Ministry of Health and Treatment Partners (Regional Health Bureaus), CDC Treatment Technical Assistance partners (ICAP), the USAID Community Care and Treatment Partner (soon to be awarded), and key populations partners (USAID’s MULU-MARPS, the new MULU project, and CDC’s FGAE project), as well as a strong background in HIV prevention, testing, care and treatment – particularly pediatric care and treatment and Prevention of Mother to Child Transmission.
  • Demonstrated expertise in the substantive area of work and good understanding of the evidence-base National and Global HIV/AIDS programming.
  • Strong track record of HIV/AIDS programming, and proven ability to produce demonstrable technical and program results;
