UNICEF Libya Country Office has prioritized further strengthening of Health Nutrition program in Country Programme 2023-25 which focus on three main outputs e.g. improved health system capacity at national and sub-national level for equitable and gender-responsive policies for health care and nutrition services; improved capacity of the health system to ensure that children under 5, and adolescents, are vaccinated against vaccine preventable diseases and the eligible population is vaccinated against vaccine preventable diseases including COVID-19; and increased capacity of the Primary Health Care system to provide access to quality and resilient services to children under 5, adolescents, pregnant and lactating women.

How can you make a difference?

Under the direct supervision of the Chief Health and Nutrition, Health Specialist will support the development and preparation of the health and Nutrition programme and is responsible for managing, implementing, monitoring, evaluating, and reporting the programme progress with focus on health and food system within the country programme. The Health Specialist will provide technical guidance and management support throughout the programming processes to facilitate the administration and achievement of sustainable results according to plans, allocation, results based-management approaches and methodology (RBM), organizational Strategic Plans and goals, and accountability framework. Hence, working in close coordination with Health & Nutrition team the incumbent will assist in strengthening health and Nutrition system for responsive and quality programing to achieving the desired results. Main responsibilities will include:

1) Support to programme development, strategy development, planning, implementation and documentation including:

  • Contribute to preparation of AWP/RWP based on health and nutrition strategic direction aligned with CPD, national and global commitments
  • Keep abreast of development trends to enhance programme management, efficiency and delivery and respond to emerging needs in the sector.
  • Assist in developing required documentations for programme review and approval.]
  • Undertake mentoring, performance review and management of Health and Nutrition team and team building and promote core values of UNICEF.

2) Programme management, monitoring & delivery of results in health & Nutrition sectors including:

  • Coordinate with internal and external partners to establish monitoring baselines, performance indicators to assess and strengthen performance accountability, coherence and delivery of concrete and sustainable results.
  • Lead Health and Nutrition component of Joint planning with other UN agencies
  • Actively participate in monitoring and evaluation exercises, programme reviews including mid and annual review with the government and other counterparts to assess progress and to determine required action/interventions to achieve results.
  • Prepare and assess monitoring and evaluation reports to identify gaps, strengths and/or weaknesses in programme management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals

3) Technical support to programme implementation through Health and Food system strengthening including:

  • Provide technical guidance and support to government counterparts, NGO partners, UN system partners, donors on the interpretation, application and understanding of national and global policies, strategies to deliver results
  • Lead Health and Nutrition component of Joint planning with other UN agencies
  • Participate in discussions with national partners, stakeholders to promote health and development issues, especially in the areas of gender, emergency preparedness, maternal and neonatal health and Nutrition.
  • Assist in draft policy papers, briefs and other strategic programme materials for management use, for strategic discussions and donor presentations.
  • Participate in emergency preparedness initiatives for programme development, contingency planning and/or to respond to emergencies in the country, ensure prepositioning of critical health and nutrition supplies.

4) Networking, partnership and multisector programing including:

  • Enhance and sustain effective coordination with health sector partners, national and internal stakeholders, donors, and academia. Active networking, advocacy and effective communication, building capacity of key partners will be critical areas of support to facilitate the achievement of programme goals with gender and equity lens.
  • Participate and represent UNICEF in appropriate inter-agency discussions and planning on health and nutrition related issues, ensuring that organizational position, interests and priorities are fully considered and integrated.
  • Assist in preparing communication and information materials for CO programme advocacy to promote awareness, and social and behavioral change to promote maternal, neonatal and child health & Nutrition.

    5) Innovation, knowledge management and capacity building of key partners including:

    • Document and promote innovative approaches and good practices to build the capacity of partners and stakeholders, and to support the implementation and delivery of sustainable programme results.
    • Regular review and keep abreast of recent developments and emerging needs to provide evidence for implementation of best practices in health and Nutrition. Assess, institutionalize and share best practices and knowledge learned in the process for wider replication.
    • Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programmes aligned with procedural and standard quality requirements.
    • Facilitate and implement context specific capacity building initiatives to enhance the competencies of stakeholders to ensure provsionin of services in lne with global standards.
    • Coordinate and facilitate development of mult-sector approach with focus on equity in Health and nutrition-adress Zero dose aligned with country context and global guidelines.

6) Resource mobilization and quality management including:

  • Prepare quality proposal and ensure quality and timely management of allocated resourecs
  • Contribute in Health Financing especially for PHC to achive Universal health coverage targets.
  • Ensure generation of quality evidence use for program planning and progress review incluidng DHIS and other information systems.
  • Advocacy with National and international partners for sustained flow of funds for essnetail services such as PHC and vaccines.
  • Ensure quality documentation of initiatives for evidence informed decision making and replication and sustainability of good practices.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in in one of the following fields is required: public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology.
  • A minimum of five years of relevant professional work experience in in one or more of the following areas is required: public health/nutrition planning and management, maternal and neonatal health care, or health emergency/humanitarian preparedness.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English and Arabic is required.
