Medium sized office with a major Health Programme component of the Country Program located in the capital city to have close proximity to government partners.

How can you make a difference?

The incumbent will support the development and preparation of the Health programmes/projects, and will be responsible for managing, implementing, monitoring, evaluating and reporting progress of such programmes with a focus on community health. He/she will provide technical guidance and management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable results according to plans, allocation, results based-management approaches and methodology (RBM) and organizational Strategic Plans and goals, standards of performance and accountability framework.

We are looking for a dynamic and innovative Health Specialist to support UNICEF’s Haiti in the following areas:

  1. Support to programme development and planning by contributing to/supporting the preparation/design and conducting/updating of situation analysis for the health related programmes; participating in strategic programme discussion on the planning of health programme and in intersectoral collaboration with other UNICEF programme and colleagues; establishing specific goals, objectives and strategies and implementation plans; preparing required documentation for programme review and approval; working closely and collaboratively with internal and external colleagues and partners, providing technical and operational support throughout all stages of programming processes
  2. Programme management, monitoring and delivery of results by planning and/or collaborating with internal and external partners; participating in monitoring and evaluation exercises, programme reviews and annual reviews with government and other counterparts; preparing/assessing, monitoring and evaluating reports; actively monitoring programmes/projects through field visits for joint supervisions to improve quality programming and follow-up on corrective actions, surveys and/or exchange of information with partners/stakeholders; monitoring and verifying the optimum appropriate use of sector/s programme resources (financial, administrative, and other assets); preparing programme/project status reports required for management, donors, budget review, programme analysis, annual reports; writing proposal for resource mobilization.
  3. Technical and operational support to programme implementation by providing technical guidance and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors; participating in discussions with national partners/stakeholders to promote health and development issues especially in the areas of gender, community health, emergency preparedness and maternal neonatal and child survival development, drafting policy papers, briefs and other strategic programme materials; participating in emergency preparedness initiatives programme development.
  4. Networking and partnership building by building and sustaining effective close working partnerships with relevant sector government counterparts, national stakeholders and global partners/allies/donors/academia; preparing communication and information materials for CO programme advocacy; participating and/or represent UNICEF in appropriate inter-agency (UNCT) discussions and planning on health and related issues.
  5. Innovation, knowledge management and capacity building by applying/introducing innovative approaches and good practices; keeping abreast and conduct research, assessing, institutionalizing and share best practices and knowledge learned, contributing to the development and implementation of policies and procedures, and organizing/implementing capacity building initiatives.

To qualify as an advocate for every child you will have…

  • An advanced university (Master's) degree in one of the following fields is required: public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University (Master's) Degree.
  • A minimum of five years of professional experience in one or more of the following areas is required: public health/nutrition planning and management, maternal and neonatal health care, community health, or health emergency/humanitarian preparedness.
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in French, English and Haitian Creole is required. Knowledge of another official UN language (Spanish or Arabic, Chinese, Russian) is an asset.
