The incumbent of this post will provide global guidance, partnership coordination and technical support for design, planning, implementation and monitoring of UNICEF malaria and Neglected Tropical Diseases (NTDs) programme activities, as part of expanding quality child health care through PHC, including at community level.

Incumbent will facilitate coordinated support to countries for better use of currently available resources allocations, mobilise additional resources where needed and track the achievements of set results - all with the aim of increasing the number of countries showing improved performance towards malaria and NTD programme implementation, as part of child health services through PHC.

Major duties and responsibilities

Networking, partnership building and resource mobilisation

• builds and strengthens strategic partnerships with global partners/allies/donors/academia through active networking, advocacy, and effective communication to build capacity.
• Prepares communication, information materials, reports, and funding proposals to highlight malaria programme and NTD goals.
• Represents and supports visibility around UNICEF to champion the malaria and NTD agendas.

Advisory services and technical support

• Coordinates and provides guidance on regional and country partnerships and contributes to providing coordinated support to national governments on planning, resource mobilisation, effective resource utilization and monitoring in support of scaling up malaria, child health and NTD programmes.
• Collaborates and consults with UN system partners, donors, NGO partners, and other partners/donors on policies strategies and best practices and approaches on malaria and NTDs.
• Supports countries to find additional resources and provide technical assistance to improve malaria and NTDs programming and delivery – including in emergency/epidemic contexts.

Innovation, knowledge management and capacity building

• Promotes critical thinking and innovative approaches and good practices for sustainable health programmes in areas of malaria and NTDs.
• Keeps abreast on research, benchmark and implement best and cutting-edge practices in malaria, NTDs and health management information systems, including digital health.
• Lead/plan/implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on malaria and NTD programmes as part of PHC and child survival, especially at community level.
• At global level further promote programmatic linkages between neonatal, maternal and child health, nutrition, SBC and HIV and WASH programmes through exchange of information

Programme development and planning

• Tracks and monitors funding and joint malaria and NTD control actions and initiatives.
• Consults and collaborates with internal and external colleagues and partners to provide planning, management, and implementation and to ensure integration, coherence, and harmonization of programmes/projects with other UNICEF sectors.

• Actively monitors malaria, and NTD programmes and projects to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues.

  To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in public health, pediatric health, family health, health research, global/international health, health policy and/or management, health education, epidemiology or other health related sciences is required.

• A minimum of eight (8) years of professional experience in public health and partnerships and/or relevant areas of malaria, NTDs, child health and community based PHC at the international level, some of which preferably in a developing country is required.
• Relevant experience in health/nutrition programme/project development and management in any UN system agency or organization is an asset.
• Demonstrated strong organizational and inter-personal skills.
• Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an asset.

Mobility is a condition of international professional employment with UNICEF and an underlying premise of the international civil service.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
