OBJECTIVES OF THE PROGRAMME

The mission of the Division of Health Emergencies (WHE) is to build the capacity of Member States to assess, prevent and manage health emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The WHE Division brings together and enhances WHO's operational, technical and normative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. The Programme is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.

ORGANIZATIONAL CONTEXT

The objective of the Strategic Health Operations Department is to ensure the establishment of strong emergency management system at all three levels of the Organization (based on incident management), implementation of operations and services according to agreed standards, and availability of a strong logistics and operational support capacity. The Department prioritizes support to the most vulnerable and low-capacity countries. Reporting to the Specialist (Emergency Medical Services & Clinical Management) and under the overall guidance of The Programme leadership, and within the delegated authorities, the incumbent is a key team member within capacity building, sensitization, ownership, and commitment among stakeholders and up-gradation of health system as keys to success in delivering integrated services. Health system strengthening plays a pivotal role in improvements in access, coverage, quality, and efficiency of services. Service delivery should encompass all aspect of health system - manpower, services, infrastructure and information system.

DESCRIPTION OF DUTIES

  • Restore and maintain access to essential life saving services in health response strategies.
  • Ensure the delivery of essential health services amidst emergency context in Ukraine, to adapt to rapid change in order to provide continuous and coordinated people-centred care, and provide measures to strengthen referral mechanisms.
  • Collaborate with Ministry of Health (MOH) of Ukraine to ensure functionality of health facilities, availability of and access to health services, and maintenance of health system during acute phase of emergency and support an effective transition into recovery phase.
  • Provide technical assistance to Ukrainian MOHto tailor an essential health service package and methodology fit for the emergency context, taking into consideration the social and cultural aspects for the effective use and access to services.
  • Provide technical guidance and support Ukraine MOH in the development and implementation of robust national healthpolicies, programmes and plans in response to the health emergency.
  • Advise and collaborate with MOH of Ukraine on the development, implementation, and evaluation of technical cooperation programmes in the areas of health governance, health policy and systems development, health services organization and management supporting universal health coverage.
  • Support MOH of Ukraine on the establishment of standards for the design, organization, and functional health programming and operation of health systems, based on primary health care, supporting universal health coverage, integrating health and pharmaceutical services networks, public health infrastructures and services.
  • Contribute to the identification and targeting of health inequities and the inclusion of vulnerable groups to ensure equitable access to quality health services in Ukraine.
  • Contribute to the development, planning, andtraining of human resources capabilities in health in Ukraine aimed at increasing the efficiency, effectiveness and quality of the workforce; organize, conduct, and facilitate capacity-building activities.
  • Coordinate the planning and implementation ofthe technical activities pertaining to quality of care and the health services infrastructure (nursing, pharmacy, laboratory, medicines, vaccines, and medical diagnostic and therapeutic devices, health information system including health statistics and medical record keeping) and priority programmes based on the needs of affected Ukrainian population.
  • Disseminate up-to-date knowledge and findings in the various areas of specialization; advise on the introduction and transfer of experiences and technologies through capacity-building processes.
  • Cooperate with technical officers, national authorities, international cooperation agencies, inter-governmental and non-governmental organizations, and other relevant stakeholders, in order to develop alliances and networks that promote access to quality primary care services for the affected population.
  • Perform any other incident-specific related duties, as required by the functional supervisor

REQUIRED QUALIFICATIONS

Education Qualifications

Essential : An advanced university degree (Master's level or above) in public health, health systems/services administration, health management or health related field from an accredited/recognized institute.

Desirable : Project Management Professional (PMP) certification.

Experience

Essential : At least seven years of progressive and related experience, at the national and international levels, in areas related to health systems recoveryand development, health services delivery in emergencies, extension of healthcare services to underserved populations/areas, and developing strategies to overcome barriers to accessing health care services, including essential medicines.

Desirable : Related experience with WHO, the UN system, health cluster partners, recognized humanitarian organizations or international nongovernmental organization work in the field of outbreaks and/or health emergency response.
