Context

Since the escalation of the war in Ukraine in February, the Norwegian Refugee Council has assisted more than 250,000 people with emergency food, shelter and NFIs, legal assistance and information counselling and multi-purpose cash grants.

NRC continues to scale up its response through the four area offices established in the past six months covering the West, East, North and South operated from Lviv, Dnipro, Kyiv and Odessa respectively. Additionally, NRC has opened field offices in Ternopil, Chernihiv and Kharkiv, and is considering a permanent presence in additional locations to serve populations in newly accessible areas retaken by the Government of Ukraine.

We are seeking a highly qualified, resilient, dynamic professional to support NRC with the implementation of our country strategy and NRC’s ambition to become a frontline actor in the delivery of services to populations affected by the war in 2023.

What you will do

You will support the country office to ensure compliance with NRC HSS minimum standards and in reducing the overall risk on NRC operations across the country. This includes developing and updating HSS strategies, plans, and SOPs, as well as providing HSS mitigation measures for safe and secure program access. You will also be responsible for coordinating and conducting mandatory and other tailored training courses for the country office and area office.

Some of your day-to-day tasks will include;

  • In coordination with the conflict analysis unit, monitor and analyze the context (overall security situation, risks, and most likely scenarios), ensuring reliable security information as basis for informed decision-making.
  • Work with management to ensure that the relevant mitigation measures are in place in the field and within our processes to reduce risks to an acceptable level
  • Work with management to ensure that all staff give their informed consent based on briefing upon arrival and that updates are regularly shared on security situations
  • Ensure that Duty of Care (DoC) HSS standards are always upheld and that corrective measures are implemented when weaknesses are identified in collaboration with HR.
  • Work with the CMG on emergency preparedness as it pertains to programmes, providing oversight and technical support regarding security and emergency evacuations.
  • As a key member of the Crisis Management Team, provide sustained support to operational teams and management during an incident.
  • Contribute to improve and facilitate humanitarian access for NRC operations across Ukraine by providing technical support on tools and strategies, ensuring capacity building for field staff and supporting Area Managers and program / support staff in managing access related incidents.
  • Act as HSS Operations Department lead, establishing department objectives, directly managing HSS staff at CO level and ensuring coordination, harmonized systems and regular exchanges across the CO and AO.
  • Network, communicate and cooperate with relevant external HSS actors and pursue and develop relationships with a variety of stakeholders to increase and maintain humanitarian access.
  • Contribute to NRC’s Risk Management process supporting Risk & Compliance Coordinator and other Risk Owners in identifying, assessing and managing organizational risks.
  • Representing NRC in HSS working groups.
  • Support Area HSS Staff to prepare Security Risk Assessments, Guidelines, Standard Operating Procedures, and Contingency Plans.
  • Ensure Incident reports are submitted, using the protect system.
  • Supervise Travel Authorization Request approval.
  • Provide daily operational guidance to program staff and HSS staff
  • Supervise the procurement of HSS Requirements, PPE, Hibernation stores, Quick run bags, and fire safety equipment.
  • Support programs by opening up space for Rapid Response teams to delivery humanitarian aid in hard to reach and newly accessible areas.

What you will bring

  • Minimum 3 years of experience from working as a senior Security Manager in a humanitarian/recovery context.
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.
  • Valid driver’s license.
