Job Overview/Summary: The Health Promotion Programs Manager (HPPM) at the New Jersey Office for Refugees (NJOR) oversees a portfolio of sub-awards related to refugee health promotion and contributes to NJOR’s strategic activities in these areas. Awards include Refugee Health Promotion (RHP), Refugee Support Services’ Adjustment Services (RSSADJ), and Services to Older Refugees (SOR). The HPPM ensures NJOR’s portfolio of health promotion programs is best in class through responsibilities in three main areas: sub-award management, technical support, and business development. The HPPM also focuses on program implementation, stakeholder outreach and education, and networking as needed to advance the health promotion goals and strategies of NJOR. The HPPM reports to the Senior Program Officer, and works in partnership with NJOR staff, project colleagues at sub-award agencies, and other stakeholders.

Major Responsibilities:

Sub-Award Management

- Develop guideline and procedure documents for sub-award agencies on all NJOR health promotion related grant programs including RHP, SOR, and RSSADJ. - Oversee the review and development of all health promotion related sub-award agreements’ scope of work. - Lead sub-award management initiatives for all health promotion programs’ pre-award assessments, program review meetings, monitoring, and program opening and closing processes. - Oversee all health promotion related report development and submission to donors. - Coordinate the development and implementation of monitoring and evaluation tools and systems for sub-award partners. - Oversee the collection and analysis of data for all health promotion programs and ensure regulations compliance. - Contribute to the review of partner sub-award budget submissions, monthly financial reports and budget vs actual reports and make recommendations to ensure project and compliance goals are met.

Technical Support

- Assess technical support needs of sub-award partners implementing health promotion programs in order to develop annual technical support plans. - Develop training resources and materials for sub-award partners implementing health promotion programs. - Coordinate, and facilitate where necessary, health promotion focused trainings for sub-award partners. - Coordinate the development of technical support materials and the implementation of regular technical support visits and trainings. - Identify and share relevant trainings, webinars, and resources with partner agencies.

Business Development

- Coordinate the identification of potential business development and funding opportunities for health promotion programming. - Support proposal development, program design and submission for proposal related business development opportunities.

Other Duties

- Develop, and oversee the implementation of interventions that strengthen statewide systems that support refugee health promotion. - Other duties as assigned by supervisor.

Job Requirements:

- Graduate degree preferred, ideally in Social Work, Counseling, Public Health, Health Education, or similar field of study. - Minimum of 5 years of relevant work experience in human services field. - Experience and training in support group facilitation and adult education techniques. - Demonstrated success working and communicating effectively in a multi-cultural and multi-lingual environment. - Proven ability to contribute both independently and as a key team member. - Self- starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively. - Fluent in English, both spoken and written, required. - Proficient in Microsoft Office applications (Word, Excel, Outlook). - Prior experiences working in refugee/immigrant education related services strongly preferred - Excellent verbal and written communication skills - Excellent analytical skills; experience with data systems development and analysis strongly preferred - Entrepreneurial spirit, with the ability to self-start and work in a fluid context - Excellent diplomatic and cross-cultural skills, ability to work together with a variety of stakeholders across multiple teams

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement.
