Background/IRC Summary:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary:

IRC provides primary health care and environmental health services in several refugee camps in Thailand. IRC provides preventive and curative health care services in the camps, including primary health care, reproductive health, neonatal care and health education. Clinical services include out-patient department (OPD) and in-patient department (IPD) care; laboratories supporting IPD/OPD and reproductive health clinics; pharmacy services for essential drugs; community health education, and mental health care. Environmental health services aim to create a healthy living environment for refugees living in the camps through the provision of quality water and sanitation facilities, leading efforts to improve access to chlorinated water, sanitation, and hygiene in the camps.

Under the direct supervision of the Senior Clinical Manager, the Health Program Officer Responsible for the provision of efficient, high quality program support to the Refugee Health Program and its staff across all camps but primarily Um Phang and Prop Phar districts, Tak Province where this position is based and assist the team to cooperate working with our NGOs, INGOs and Thai authority partners. Provides Logistic and administrative support to CBAs staffs and IRC the Health team to ensure all programs are able to implement program activities in camps.

Major Responsibilities:

• Support Umphang based staff in preparation of purchase requests, procurement of hospital supplies and other materials, update health procurement plan, follow-up lead time and deliverables of equipment and materials, clearing of advances, requesting transportation etc. • Responsible to supervision of camp based logistic team in both camps and provide guidance related to operational support at health facilities. • Compile list of monthly non pharmacy items from camps to the office such as stationary, hygiene supplies, kitchen utensils, etc. In collaboration with senior clinical managers, required items are analyzed to proceed procurement process after cross checking with stock in Umphang office and camp’s warehouse. • Regularly assess maintenance of health facilities in both camps and estimate required materials with the support of camp logistic team if renovation/maintenance is needed. • Supervise and check the maintenance/function of every machine, gadget, and equipment in both facilities such as generators, refrigerators, desktops, laptops, tablets, etc. Collaborate with Mae Sot operation team and Senior Supply Officer in Umphang if maintenance or replacement is necessary. • Monitoring of disposal of medical and non-medical waste under compliance of medical storage guidelines. • Handle cash advance for procurement of hospital supplies, campaign or training refreshment or other activity. • With support from Senior Medical Referral Officer, assist referral team and health team to deal with Thai authorities (e.g, health authorities and local MOI) for camp authorization letters as necessary. • Support referral or follow up cases from camps to Thai hospital and back to camps, including recheck referral report bill then prepare document support for referral cost. • Cooperation working with TBC for all feeding programs in Umpiem and Nupo camps. Liaise with TBC for receiving and delivering commodities with complete documents and regular report to TBC. Regular monitoring visit to both camps to ensure that TBC rations supplies have been used properly. • Support and participate in workshop or meeting in and outside of the camps together with Senior Clinical Manager, nurse or another IRC health program team as necessary. • Support Covid vaccination campaigns with camp-based team in both camps with the support of office-based nurse, community health officer and senior clinical managers. • Coordinate with Thai health authorities on EPI program, SRRT and health campaigns. • Coordinate with HR and Admin department for the recruitment process of camp-based assistants including replacement, resignation, lateral shift, new employment etc.

Qualifications

Job Requirements:

Education

• Bachelor’s degree in a relevant field from a recognized university.

Work Experience and/or Demonstrated Abilities

• Minimum of 2 years relevant work experience in managing refugee setting.

Required skills

• Fluency in Thai , English. Proficiency in Karen, Burmese is an advantage. • Computer literate with certain experience in MS. Office. • Good interpersonal and communication skills. • Flexibility and adaptability • Independent problem-solving skills • People management skills

Working Environment:

The position will be based in Umphang District, Tak Province with extensive travel to Umpiem and Nupo camps.
