You have:

  • Bachelor’s Degree in Pharmacy. A Master’s Degree in Health Care Management, Public Health, Logistics & Supply Chain Management is an added advantage.
  • Registration/Licence as a pharmacist
  • At least 8-10 years of work experience in pharmaceutical/public health supplies management with relevant experience in procurement and distribution in developing countries, preferably in the areas of Tuberculosis, HIV and Immunisation.
  • Experience, knowledge and understanding of Procurement and Supply Management issues pertaining to the implementation of Global Fund grants specifically in an INGO or a donor/funding agency.
  • Experience of PSM related capacity building and skills transfer.
  • Knowledge/experience of laboratory systems strengthening priorities at national and sub-national levels.
  • Knowledge and experience with logistics management information systems.
  • Strong written and oral communication and presentation skills.
  • Strong self and relationship management skills – sound judgment, flexibility, managing competing tasks and priorities, working both independently and in a team, cross-cultural sensitivity and exposure.
  • Strong conflict management and negotiation skills.
  • Knowledge of appropriate methods for PSM related data analysis and reporting.
  • Strong skills in use of office technologies and platforms (Microsoft Office suite, Teams, Zoom, Google meet, Webex, etc.) for communication, meetings and remote trainings.
  • Willingness and ability to be based in Garowe, and travel within Somalia.

HEALTH PRODUCTS & TECHNOLIES LEAD: INFECTIOUS DISEASES

The Role:

To provide consistent, high quality technical leadership and oversight on the health products and technologies’ quantification, forecasting, procurement, storage, distribution, utilisation, maintenance and reporting in support of the delivery of high-quality infectious diseases programming in Somalia. This is as per global best practice provided why WHO, grant related requirements and standards provided by donors, national strategic and technical guidance provided by the Federal ministry of health and operational considerations agreed with the federal member states and any other sub-recipients/implementing partners, and ensure compliance with World Vision internal policies and guidelines for procurement and management of health products and technologies.

Key Responsibilities:

Pharmaceutical and laboratory products and technologies pipelines and stock levels stability and security

  • Accurate forecasting and quantification of supplies, punctual procurement and distribution, and improvement of the in-country distribution system.

  • Maintain auditable procurement documentation in compliance with Donor and World Vision standards.

Technical Assistance to the federal MoH/NTP and HPT departments, and state ministries of Health and TB responsible teams, to improve health commodity management systems across all levels.

  • Support the strengthening of TB/HIV/Immunisation commodity inventory management systems at national, regional and peripheral levels (last mile) through robust inventory control systems and integrating reporting into the DHIS2 to ensure real-time data visibility.

Quality Assurance and Quality Control of Infectious Diseases Health Products and Technologies

  • Ensure adherence to proper procedures in procurement, distribution, and use of TB health products, and conduct/facilitate quality control processes for both medical products and technologies as deployed through the ID programs.

Post-Market Surveillance (PMS) of ID Health Products

  • To ensure the quality, safety, and efficacy of TB health products after they reach the market, the following milestones for implementing a robust post-marketing surveillance system.
  • Ensuring a robust and effective pharmacovigilance system.

Laboratory Systems Support

  • Improve maintenance and certification of lab equipment, staff training (supporting programs team) and external quality assurance (supporting MEAL team).

Radiological diagnostic systems support

  • To ensure optimal functionality and effective utilisation of the CXR equipment with CAD in radiological screening for TB in Somalia.

Grant Technical Leadership and business development

  • To contribute to quality grant thought and operational leadership, mentoring grant staff and supporting business development for strengthening PSM systems in Somalia.

Educational and Experience Required

Working Environment:

The position is field-based in Garowe, Puntland with frequent travel to field operation areas required.
