OBJECTIVES OF THE PROGRAMME

L'un des principaux objectifs du cadre d'action de l'OMS pour le renforcement des systemes de sante est de promouvoir une comprehension commune de ce qu'est un systeme de sante et de ce qui constitue un renforcement du systeme de sante. Il fournit egalement une base pour aider le pays a developper son systeme et services de sante, en s'attaquant aux goulets d'etranglement de maniere concertee et coordonnee, en fonction des resultats sanitaires souhaites, afin d'obtenir des effets durables a l'echelle de l'ensemble du systeme. Pour etre le plus efficace possible, ce processus doit etre mene par le pays, sur la base des priorites definies dans les plans de sante nationaux et globaux.

DESCRIPTION OF DUTIES

Travailler en coordination avec tous les points focaux techniques au niveau regional et au niveau du siege, sous la direction du Representant de l'OMS.Fournir des conseils d'experts au gouvernement et aux parties prenantes nationales sur la conception, la mise en œuvre et l'evaluation de politiques, strategies et plans de developpement sanitaires pour le renforcement du systeme de sante afin de progresser vers la couverture sanitaire universelle (CSU), par le biais :du renforcement de capacite des parties prenantes nationales a organiser et a mener un dialogue efficace sur les politiques de sante et a reformer le processus de mise en œuvre (notamment en developpant une veille strategique sur les questions cles de la reforme du systeme de sante et en se concentrant sur les domaines prioritaires du financement de la sante, de la sante publique, des soins de sante primaires, du personnel de sante et de la gouvernance) ;de l'elaboration d'une vision harmonisee de la prestation de services pour renforcer les services de sante publique et de soins de sante primaires afin de mieux prevenir et controler les maladies transmissibles et non transmissibles ;de la transformation des modalites de financement de la sante en vue d'une couverture sanitaire universelle, y compris l'amelioration de la gouvernance et de la responsabilite ;de l'evaluation des couts et la budgetisation des politiques, strategies et plans nationaux de sante (y compris des analyses macroeconomiques et de la situation du financement de la sante, l'identification des ressources potentielles et l'evaluation des couts de differentes options de financement ) ;de l'alignement d'autres fonctions essentielles du systeme, telles que les ressources humaines, les politiques d'acces aux medicaments et aux technologies de la sante, et le renforcement des dispositions en matiere de gouvernance ;de l'amelioration et la mise en œuvre d'un cadre de suivi et d'evaluation pour le renforcement du systeme de sante, accepte par toutes les parties prenantes, avec des objectifs de sante pour les maladies transmissibles et non transmissibles, en lien avec les objectifs de developpement durable (ODD) ;de meilleurs modeles et approches innovantes de la mise en œuvre d'une politique de sante fondee sur des donnees probantes et du renforcement des systemes de sante, afin de faciliter l'apprentissage et le renforcement des capacites dans l'elaboration des politiques au niveau national ;de l'identification de synergies, la constitution d'alliances, l'alignement et la mise en reseau entre le bureau de pays de l'OMS et d'autres organisations des Nations unies, des acteurs non etatiques et des donateurs internationaux en vue de la transformation du systeme de sante de la RDC.Etablir et renforcer les liens avec les institutions, les associations, les agences non gouvernementales et les organismes scientifiques, pour l'echange d'informations, la coordination des activites et la mise en œuvre d'approches touchant l'ensemble des secteurs impliquees dans la sante.Demontrer l'impact des reformes sur les resultats en matiere de sante et sur la couverture sanitaire universelle, en menant des evaluations approfondies de l'impact du financement de la sante, de la sante publique et des soins de sante primaires.Executer toutes les autres taches connexes assignees par le Representant de l'OMS.

REQUIRED QUALIFICATIONS

Education

Essential: Diplome d'etudes superieures en medecine avec specialisation en sante publique, administration des systemes/services de sante, politique de sante, planification sanitaire, soins de sante primaires, sciences sociales liees a la sante ou disciplines similaires Desirable: PhD en sante publique, en sciences sociales ou en politique de la sante dans un ou plusieurs des domaines susmentionnes et/ou formation post-universitaire ou specialisation dans les systemes de sante et/ou la planification, la gestion ou l'economie de la sante.

Experience

Essential: Un minimum de 10 ans d'experience professionnelle en rapport avec le poste (par exemple dans le domaine de l'elaboration de politiques, strategies et de la planification dans le secteur de la sante), dont une grande partie doit avoir ete acquise au niveau international. Experience specifique requise en matiere de financement de la sante. Un minimum de cinq ans d'experience est requis dans une institution gouvernementale ou une organisation internationale desservant soit (i) des pays a ressources limitees, soit (ii) des pays a revenu intermediaire. Desirable: Experience en matiere d'evaluation du secteur de la sante, d'analyse, d'evaluation et d'etablissement de rapports. Experience de la recherche de consensus et de la cooperation avec diverses parties prenantes nationales

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4984 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
