BACKGROUND: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their lives. Founded in 1933 at the request of Albert Einstein, the IRC works with people forced to flee from war, conflict and disaster and the host communities which support them, as well as those who remain within their homes and communities. At work today in over 40 countries and 22 U.S. cities, we improve outcomes in the areas of health, safety, economic wellbeing, education, and power. Given the disparity faced by women and girls, IRC seeks to narrow gender inequalities and ensure social inclusion of all vulnerable groups in broader policies, processes and actions affecting their lives. The IRC has been working in Ukraine since March 2022, initially supporting emergency response and early recovery interventions for IDPs affected by the conflict.

This position will be based in any of IRC field offices (Kyiv, Dnipro, Kharkiv, Odessa) with frequent travel across the country.

JOB SUMMARY: Health Partner Support (HPS) Officer will plays a crucial role in ensuring collaborative relationships between IRC and health partner organizations, as well as supporting health facilities to ensure the delivery of high-quality services. The position will oversee the assessment of training and capacity-building needs, conduct regular site visits to address operational challenges, and serve as the main point of contact to health partners for technical support. Additionally, the role encompasses strategic planning, identification of future partners, and acting as a crucial link between the health and partnership teams within the organization. By maintaining accurate documentation, contributing to reports, due diligence and stakeholder engagement, the HPS Officer will support development and design of new health project proposals in close collaboration with partners, aligning with the organization's localization strategy.

MAIN RESPONSIBILITIES: Ensure continuous technical support to health partner organizations and supported health facilities, through effective collaboration, coordination, and communication. Conduct regular visits to health partner organizations and supported health facilities, assessing operational challenges, providing direct and indirect support, and ensuring compliance with local and WHO standards. Monitor and evaluate the quality of services provided by health partner organizations and supported Health facilities and propose plan of improvement, including though participation in project review and reflection (monitoring) meetings organized by the partnership team, identifying appropriate follow up actions. Support/contribute to other project implementation meetings, including Project Opening, Review and Closing Meetings. Support partner due diligence processes for potential health partners, including Identity and Background Review (vetting) and Partner Capacity Analysis (PCA) and participate in collaboratively identifying appropriate risk management strategies. Assess the training and capacity-building needs of health partner organizations and health facility staff, supporting the development and implementation of training programs. Contribute to the development of strategic plans for health partnership engagement, actively identifying and assessing potential future health partners. Act as a key link between the health and partnership field teams within IRC, ensuring seamless communication and collaboration to meet organizational objectives. Review health partnership project narrative reports and provide feedback as appropriate (and support partners in the development of reports as necessary). Conduct summary review of health partnership project finance reports to ensure expenses match activities. Collaborate closely with health partners to support the development and design of new health project proposals, aligning with the localization strategy. Support the review of the performance of the health partner, including successes, challenges and lessons learned, fostering ongoing partnerships beyond the sub-award project cycle.

MINIMUM QUALIFICATIONS

A bachelor's degree in a relevant field, with a preference for candidates with a medical/paramedical background. A minimum of one year of prior experience, particularly in humanitarian response, networking, community engagement and program implementation. Strong understanding of Ukrainian health systems organization, financing, and health stakeholders. Excellent communication and interpersonal skills for effective collaboration with health partners and internal teams. Basic organizational skills with the ability to coordinate activities, conduct site visits, and ensure program compliance. Fluency in Ukrainian and Russian is required, and basic knowledge in English is desirable. Proficiency in IT skills, including Excel, Word, and PowerPoint, is essential for tasks such as data collection, mapping updates, and providing detailed weekly reports on outreach activities. REPORTING LINES Position reports to Health Coordinator. Closely collaborate with Senior Primary Health Manager, MHPSS Manger, Pharmaceutical Manager, as well as other members of the health team. Closely collaborate with relevant focal points in the partnership team.
