This batch recruitment is launched to fill in two positions at the NO-2 level in the Gaza Field Office: Early Childhood Development (ECD) Officer and Health Officer.

  1. Early Childhood Development (ECD) Officer, NOB, #107224

Under the direct supervision of the Health Officer and overall technical guidance of the Chief Health and Nutrition, the ECD Officer will have the following duties/tasks:

Programme development and planning: Contribute to the development and establishment of the ECD programme goals, objectives, strategies, and results-based planning.

Program management, monitoring and delivery of results: Work closely and collaboratively with colleagues and partners to discuss ECD operational and implementation issues. Participate in monitoring and evaluation exercises, programme/annual reviews with governments and other counterparts to assess ECD programmes/projects and to report on required action/interventions at the higher level of programme management.

Technical and operational support to program implementation: Conduct regular programme field visits and surveys to assess progress and provide technical support, take appropriate action to resolve issues. Report on critical issues, bottlenecks and potential problems for timely action to achieve results. Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on ECD related issues to support programme implementation, operations and delivery of results.

Networking and partnership building: Establish partnership/alliances and support resource mobilization for ECD programmes, build and sustain effective close working partnerships with government counterparts and national stakeholders. Participate in appropriate inter-agency (UNCT) meetings/events on programming to integrate and harmonize UNICEF’s position and strategies with the UNDAF development and planning process. Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

Innovation, knowledge management and capacity building: Identify, capture, synthesize and share lessons learned for knowledge development and to build the capacity of stakeholders. Research and report on best and cutting-edge practices for development planning of knowledge products and systems.

  1. Health Officer, NOB, #63747

Under the direct supervision of the Chief Field Office and overall technical guidance of the Chief Health and Nutrition, the Health Officer will have the following duties/tasks:

Support to program development and planning: Contribute to the development/establishment of sectoral program goals, objectives and strategies and results-based planning through analysis of health needs and areas for intervention and submission of recommendations for priority and goal setting. Provide technical and operational support by executing/administering a variety of technical program transactions and complying with organizational processes and management systems, to support program planning, results-based planning (RBM) and monitoring and evaluating results.

Program management, monitoring and delivery of results: Work closely and collaboratively with internal and external colleagues and partners to discuss operational and implementation issues. Participate in monitoring and evaluation exercises, program and annual reviews with government and other counterparts to assess programs and to report on required action/interventions at the higher level of program management. Prepare regular/mandated sectoral program/project reports for management, donors and partners to keep them informed of program progress

Technical and operational support to program implementation: Conduct regular program field visits and surveys and/or exchange information with partners/stakeholders to assess progress and provide technical support, take appropriate action to resolve issues and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results. Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on health and related issues to support program implementation, operations and delivery of results

Networking and partnership building: Build and sustain effective close working partnerships with health sector government counterparts and national stakeholders through active sharing of information and knowledge to enhance program implementation and build capacity of stakeholders to deliver concrete and sustainable results. Participate in appropriate inter-agency (UNCT) on health programs to integrate and harmonize UNICEF position and strategies with the UNDAF development and planning process. Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

Innovation, knowledge management and capacity building: Identify, capture, synthesize and share lessons learned for knowledge development and to build the capacity of stakeholders. Assist with oversight of research and ensure results are available for use in knowledge products. Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable program results.

To qualify as a Champion for every child you will have:

For ECD Officer: A university degree in one of the following fields: education, public administration, public health, nutrition, economics, psychology, sociology, human development, child development, family studies, socio-medical, epidemiology or another relevant technical field and a minimum of two years of professional experience in social development planning and management in early childhood development related areas.

For Health Officer: A University Degree in public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology or other health related sciences and a minimum of 2 years of professional experience in public health/nutrition planning and management and/or in relevant areas of maternal and neonatal health care, health emergency/humanitarian preparedness, at the international level and/or in a developing country is required.

Experience working in a developing country is considered as an asset.

Experience in health/nutrition/ECD in UN system agency or organization is an asset

Fluency in English and Arabic is required.
