UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Under the supervision of the Chief of Health and Nutrition, the Health Officer provides professional technical, operational and administrative assistance throughout the programming process for the Health Programme within the Country Programme, from development planning to delivery of results, by preparing, executing, managing, and implementing a variety of technical and administrative programme tasks to facilitate programme development, implementation, programme progress monitoring, and evaluating and reporting of results.

The Health Officer contributes to the achievement of concrete and sustainable results in area of health according to the plans, allocation, result-based management approaches and methodology and UNICEF Philippines Country Programme Cycle 8 under output 1.2 of outcome one (Surive and Thrive).

The Health Officer will have the following duties and responsibilities:

1. Support to program development, planning and review, monitoring and delivery of results

  • Participate and provide technical inputs to the development of the country program cycle 9 (CPC9) through participation in the section-level analysis, discussions, office-wide discussions, and inputs to the draft CPC documents.
  • Using the RWP 2022-2023, develop implementation plans and modalities of the engagement for the implementation of the activities under output 1.2 (emergency preparedness and response) at the national and sub-national levels.
  • Technical support to the health cluster at the national and sub-national level to ensure timely planning and monitoring of the health component of the emergency preparedness and response.
  • Participate and support the Emergency Technical Team (ETT) and the Emergency Specialist in the development of the health component of the HAC, donor proposals, reports related to emergency.
  • Support the Chief of Health and Nutrition in preparation, and documentation, quarterly, mid-year and end-year reviews of the emergency preparedness and response component of the for output 1.2
  • Provide technical and operational support throughout all stages of programming processes to ensure integration, coherence, and harmonization of programmes/projects with other UNICEF sectors and achievement of results as planned and allocated.
  • As required, develop quality proposals and donor reports, toolkits, programme policy papers related to emergency preparedness and response.
  • Regularly analyse the data from the field, to contribute to the reviews and planning for the emergencies including outbreaks.
  • Establish and maintain partnerships with global, regional, and national stakeholders in the space of emergency preparedness and response.

2. Upstream activities

  • Collaborate with the Department of Health, WHO, and other partners in the development and monitoring of the national-level policy frameworks on health-related emergency preparedness and response.
  • Provide technical support to the DOH and WHO in the functionality of the health cluster and promote its role to provide technical oversight to the regional health clusters.
  • Provide specific technical expertise on health emergency preparedness and response initiatives as appropriate and as defined by the supervisor.
  • Provide specific technical expertise on quality of care initiatives as appropriate and as defined by the supervisor.

3. Downstream activities

  • Provide in-country technical and operational support to scaling-up related health emergency preparedness and response initiatives;
  • Provide technical support to the regional health clusters in BARMM and UNICEF-supported areas;
  • Collaborate with EPI Specialists, SBC Specialists, Nutrition, WASH, and other sectors to contribute to the delivery of an integrated package of primary health care services and continuity of care for the communities affected by the emergencies
  • Contribute to the implementation of sectoral work plans for scaling up assigned and specific health emergency preparedness and response initiatives;
  • Perform function as the Health Emergency Focal Point in the ETT and as DRR focal for Health. Coordinate with relevant ETT Focal points in Mindanao Field Office for additional technical inputs for preparedness and response activities within Mindanao.
  • Contribute to the UNICEF country office’s readiness to deliver on the Health-related CCCs;
  • Provide technical support to quality of care for essential health services.
  • Conduct regular field visits to monitor related programmes and participate in periodic programme reviews with Government counterparts and other partners with particular emphasis on under-served populations;

4.Monitoring, evaluation and reporting

  • Collaborate with the Health and Nutrition Specialist, nutrition officers, and Emergency Specialist to timely, efficiently, rigorously, and transparently monitor, evaluate and report on health emergency preparedness and response initiatives and related Health programs;
  • Contribute to the preparation of relevant sections of the annual Health sector status reports;
  • Submit transparent and timely reports to the Health and Nutrition Specialist.

5. Accountability

  • Ensure related UNICEF, government, and non-government staff comply with UNICEF’s financial rules, including emergency fast-track procedures;
  • In close collaboration with Operations and Supply staff, regularly monitor and report on prepositioning of emergency supplies and use of related supplies and other resources donated to the government and non-government partners;
  • Collaborate with the Operations Section and Government authorities to maintain proper internal controls, support specific Health interventions and ensure accountability.

6. Knowledge management

  • Document lessons learned from the UNICEF support to the COVID-19 response, other emergencies with a large impact on health and nutrition
  • Document lessons learned from the UNICEF support continued provision of quality essential health services

7. Partnerships and leveraging resources

  • Maintain close working relationships with other related UNICEF sectors, particularly nutrition, HIV, WASH, and programme communication;
  • Coordinate with related UNICEF Regional Advisers and HQ Officers to ensure strategies are aligned with global and regional strategies;
  • Establish active and participatory partnerships with related Health sector stakeholders (Government, WHO, other UN agencies, NGOs, and bilateral agencies) and interact with them at different stages of Health programme implementation.

To qualify as an advocate for every child you will have…

  • A University degree in one of the disciplines relevant to the following areas: Health, Public Health, Global/International Health, Health Policy & Management, Environmental Health, Family Health, Health Research, Biostatistics, Socio-medical Sciences, Epidemiology, Health Education, Health Promotion and Disease Prevention, Medicine, Nursing, or a field relevant to international public health development assistance or related fields. Postgraduate degree in Public Health is an advantage.

  • Minimum of two (2) years of academic and/or four to five (4-5) years of professional experience in some or all the following areas is required:

  • Public Health or International Health
  • Health Emergencies or Environmental Health
  • Health development program management, Health policy and management
  • Health Research, Knowledge management, Epidemiology
  • Experience in health program/project development in a UN system agency or organization is an asset.
  • Experience working in a developing country/emergency is considered as an asset.
  • Fluency in English (verbal and written) and Filipino. Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.
