The IRC Yemen Country program has been established in 2012, and currently is implementing integrated Health, Nutrition, Environmental Health (WASH), Economic Recovery and Development, Women Protection and Empowerment and Education programming in eight governorates. The IRC Yemen Country Program operates with main offices in Aden and Sana’a. Other subfield offices include Abyan, Hodeida and Al Dhale, with the Al Dhale office covering Lahaj, and the Abyan office covering activities in Shabwa.

Job Overview/Summary: ----------------------

Under the supervision of IRC Yemen’s Health Coordinator, the Health Manager will be responsible for the planning, implementation, and monitoring of the health program activities in Sana’a and Al Hodeida. He/she will work with other senior staff of the health team as well as with the field manager, other program managers, supply chain, human resources, and finance departments to ensure effective implementation of the integrated health program. The Health Manager will be based in Sana’a and will need to undertake frequent visits to the field sites in both Sana’a 50% and Al Hodeida 50% governorates.

Major Responsibilities: ------------------------

Program management

- Actively manage and regularly review the project outputs, indicators, activities, and budget to ensure smooth implementation of activities - Coordinate timely and quality implementation of health activities in supported Health Facilities (HFs),EmONC and Community health activities. - Coordinate the supply of drugs, medical supplies, and other items to Supported HFs, EmONC and Community health activities. - Ensure procurement of inputs & recruitment of staff for the project are initiated in a timely manner.

Technical Monitoring and Program Quality

- Provide technical supervision of, and technical support to IRC Supported HFs, EmONC and Community health program. - Ensure that health program utilizes standardized protocols, policies, and guidelines, as prescribed by the Ministry of Health and WHO/UNICEF. - Ensure that program activities are consistent with established standard methodologies. - Coordinate the collection and timely reporting of data and statistics accordingly with the project in line with national, internal, and donor requirements. - Ensure regular follow up on project indicators and achievements of the project targets. - Ensure appropriate follow-up and decision-making on data relevant to the project activities. - Ensure all partners, including IRC, MoPHP is provided with updates, following the established reporting structures.

Program Development and Reporting

- Participate in program development. - Monitor the evolving needs of the target communities and adjust the programmatic priorities as necessary. - Actively participate in the drafting of quality and timely internal and external reports

Staff development

- Ensure/facilitate the ongoing capacity building of national health staff, encouraging supervision, and undertake staff performance evaluations and individual development plans. - Ensure appropriate support by mentoring through regular field visits. - Recruit and lead staff as vital, according to IRC Yemen policies and procedures.

Key Working Relationships:

- Build a positive relationship with the Ministry of Health, community leaders, and other partners in the target governorates - Collaborate with other sectors to ensure a broad approach in line with IRC’s Program Framework principles and IRC Yemen coordinated program. - Represent IRC in health coordination meetings in the health cluster and other working groups as required - Ensure good coordination with other departments

Qualifications

Job Requirements: ------------------

· At least a Bachelor’s degree in medicine or public health or other related fields

· Master’s in public health or other health fields is an added advantage

· Experience in project management in humanitarian organizations

· 3-5 years of experience in humanitarian work in the management of health programs, especially in maternal and child health services.

· Experience in staff management and developing staff capacity

· Ability to write clear and concise reports to meet required reporting deadlines

· Able to work independently while being a great teammate

· Competence with Windows, Microsoft Office

· Proficient in English language (written and spoken) and in Arabic language (written and spoken) is required.
