Overview

Support health information systems and digital health for data management and decision-making.

You have:

• Proven experience in Health Information Systems (HIS) or digital health environments, including platforms such as DHIS2 or comparable systems.
• Experience supporting system strengthening, data integration, and interoperability initiatives within health information environments.
• Strong knowledge of the Palestinian HIS architecture, reporting mechanisms, and national health data structures is highly desirable.
• Direct experience with Ministry of Health data systems and/or DHIS2 implementation in the West Bank and Gaza is strongly preferred.
• Experience in developing interactive dashboards and data visualization products (e.g., Power BI, Tableau, or similar tools).
• Familiarity with database systems and web-based applications, including Oracle Database and Oracle APEX, is an asset.
• Experience working with government institutions, WHO, UN agencies, or development partners is desirable.
• Strong analytical, communication, and problem-solving skills, with the ability to translate complex data into clear decision-support outputs.
• Ability to work effectively in a challenging operational environment and within multicultural teams of national and international personnel.
• Knowledge of the WHO/UN system context, including coordination and emergency settings, is an asset.
• Familiarity with WHO/UN rules, procedures, and office practices is desirable.

Health information systems are critical for strengthening health governance, monitoring system performance, and supporting evidence-based decision-making. WHO supports the Ministry of Health in improving the national HIS architecture, enhancing interoperability across health programmes, and strengthening the use of digital platforms such as DHIS2. This assignment will contribute to building national capacity in health data management, digital health tools, and data use for planning and decision-making.

Health Information Systems and Digital Health

• Support WHO technical teams in strengthening national health information systems and digital health platforms used for health sector monitoring and reporting. • Contribute to improving the national HIS architecture, including integration of programme-specific information systems within the broader health information ecosystem. • Support the use and optimization of national health data platforms such as DHIS2 and other digital health tools used by the Ministry of Health. • Assist in documenting system workflows, data structures, and technical guidance related to health information systems.

Data Integration and Interoperability

• Support initiatives aimed at improving interoperability and data exchange between health information platforms and programme databases. • Assist in developing standardized data structures, indicator definitions, and metadata documentation to facilitate data integration. • Support development and maintenance of data integration processes and system documentation.

Data Management and Quality Assurance

• Support the collection, compilation, and management of health data from national information systems, programme databases, and partner reporting tools. • Support the validation, and quality assurance ensuring accuracy, completeness, and consistency of HIS data. • Assist in harmonizing datasets and indicators across health programmes and reporting systems. • Support documentation and maintenance of structured datasets and data dictionaries.

Data Analysis and Visualization

• Support the design, development, and maintenance of interactive health dashboards for key national indicators and programme monitoring, using Power BI, Tableau, or similar tools. • Transform validated datasets into clear visual and analytical products to support evidence-based decision-making and health planning. Reporting and Knowledge Products • Assist WHO teams in responding to information requests from the Ministry of Health and development partners. • Contribute to presentations, technical briefs, and knowledge products that support health sector planning and coordination.

Coordination and Capacity Building

• Support collaboration with MOH counterparts and partners involved in HIS strengthening. • Assist in organizing technical consultations, meetings, trainings, and workshops related to health information systems and digital health tools. • Contribute to strengthening national capacity in health data management, digital health tools, and data use for policy and planning.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities during their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible;

The assignment is designated as a remote national UN Volunteer position; accordingly, the UN Volunteer shall be solely responsible for securing and maintaining appropriate housing and covering all related living arrangements and expenses.

The initial contract duration shall be six (6) months, with any subsequent extensions subject to the availability of funding, operational requirements, and the satisfactory performance of the UN Volunteer.

A monthly Volunteer Living Allowance (VLA) shall be provided to contribute toward housing, utilities, and standard living expenses. In addition, the UN Volunteer shall be entitled to life, health, and permanent disability insurance coverage (including health insurance for up to three eligible dependents), as well as an exit allowance, contingent upon satisfactory completion of service.
