Background/IRC Summary

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary

IRC health program provides primary health care services, including reproductive health, child health, nutrition, and mental health, and also supports environmental health services, including clean water, sanitation, and hygiene, in seven refugee camps in Thailand. To maintain low morbidity and mortality rates in the camps while increasing the capacity of the health workforce, IRC trains community health workers to ensure continuity of care from camp facilities into people’s homes and to support referral to secondary and specialized care at Thai hospitals. IRC also implements digital health profile to provide refugees with comprehensive, accurate health records accessible through biometric identification inside and outside the camps.

Under the direct supervision of Senior Health Information System Officer, the Digital Health Information Officer is responsible for the implementation of digital health profile and assist in collecting and entering data in the Integrated Refugee Health Information System (IRHIS). The Digital Health Information Officer will assist the Senior Health Information System Officer in addressing issues related to the IRHIS system in the camp clinics and in building the capacity of refugee camp-based stipend workers working on Health Information System.

Major Responsibilities

1. Manage the databases, ensuring that they are regularly updated, cleaned, and confidentiality is protected where appropriate.

2. Support the Senior Health Information Officer and the Health M&E Manager for smooth and accurate health information data processing and analysis, including conducting regular data quality check/verification.

3. Ensuring that data from the In-Patient, Out-Patient, Antenatal Care, and laboratory registers, and other health service provision databases on communicable and non-communicable disease are being collected, entered, and processed in accordance with IRHIS guidelines and protocols in a timely manner.

4. Collect monthly data and provide updates of digital health information activities and indicators and assist the Senior HIS Officer in preparing the IRHIS report, including IRHIS data collection, data entry and analysis.

5. Assist in the implementation of health digital profile and biometric scan activities in the refugee camps.

6. Provide technical support and monitor digital health data collection and data entry by Camp based assistant.

7. Support in conducting training and capacity building for camp-based assistants on digital health information systems, on IRHIS and other reporting systems.

8. Conduct monthly assessment on the quality of digital health information system database and equipment, including web based IRHIS.

9. Provide day-to-day technical support to camp-based stipend workers to trouble shoot issues on various health data collection and system functioning.

10. Conduct monthly and random M&E field visits on data collection and compilation for the various reports and databases in three Tak camps.

11. In coordination with the Senior HIS officer and the M&E Manager, monitor infectious diseases epidemiological situation at the camp level.

12. Assist in collection, compilation, and analysis of Weekly Epidemiological reports.

13. Implement assigned tasks requested by supervisor.

Qualifications

Job Requirement

Education: University Degree in Social Science, Public Health, or a related field.

Work Experience:

• At least 3 years of experience in relevant area

• Experience in data collection and management

• Experience in non-governmental organizations and migrant /refugee situation preferred.

• Experience working in partnership with local and community-based organizations and partners in health service delivery and health information system.

Demonstrated Skills

• Ability to work well in a team.

• Critical thinking and analytical skills

• Working in refugee camp setting or a developing country strongly preferred Languages and Computer Skills

• Computer literate, sufficient knowledge of Microsoft Office, Power Point

• Fluency in Karen and English; Able to communicate in Burmese is an advantage.

Working Environment: The position is based in Mae Sot District, Tak Province with frequent travel to Maela, Umpiem Mai and Nupo temporary shelters in Tak province.
