Job Description

Background/IRC Summary:

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 13.4 million people in Syria - more than half of the country's population - are in need of humanitarian assistance with needs increasingly being exacerbated by economic decline. Of these, 6.8 million are refugees and asylum-seekers who have fled the country. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon, and Jordan in the fields of health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary:

The Health Information System (HIS) Officer will be working in IRC Health team, compiling, entry, processing, and basic analysis of health data collected from health centers, MMUs and Partners’ clinics including pharmacy stock database and laboratory database. Working with health sub-sectors to design, collect, consolidate, and analysis their data. Coordination with health, nutrition, and WASH working group for sharing the needed information and reports in timely manner, Regular coordination with health team for analysis and decision-making process, managerially reporting to Health Information Manager and works in coordination with health sub-sectors managers, health facilities staff and Partners’ clinics staff

Responsibilities:

Health Data Responsibilities

- Data Collection, data cleaning and compilation in a timely manner from health facilities and Partners’ clinics regarding General Morbidity, Reproductive Health, Mental Health, Children Health, Community Health, environmental health, Nutrition data including CMAM and IYCF to be entered into database. - Using visualization tools for Analyze collected data and convert it into value added information according to project indicators. - Review and refine data collection and verification processes and procedures to ensure that all desirable elements of data are captured by the system. - Review and analyze data to graphically present utilization trends based on monitoring indicators.

Developing data collection and analysis systems:

- Design stable, reliable and effective databases. - Optimize and maintain legacy systems. - Modify databases according to requests and perform tests. - Solve database usage issues and malfunctions. - Liaise with developers to improve applications and establish best practices. - Gather user requirements and identify new features. - Develop technical and training manuals/ - Provide data management support to users. - Ensure all database programs meet company and performance requirements. - Research and suggest new database products, services, and protocols.

Coordination

- Work closely with MEAL to share the indicators tracker, beneficiaries count reports, annual statics report, active database management report, and others required report in timely manner. - Work closely with partner, support them and build capacity building through training and field visit, verify databases, monthly meeting to follow up the achievement and challenges. - Coordination with the working groups in the covered area like health, nutrition, and WASH working groups, share the required information and reports in timely manner like weekly early warning alerts network report, monthly water born disease report, monthly 4Ws report, monthly risk communication and community engagement report, pandemic response report, others relevant required reports.

Staff Performance Management, Learning & Development

- Hire, supervise, and build the capacity of team members in relevant technical and management competencies. - Develop and implement remote management capacity building approaches to build the strengths the teams in Syria. - Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews. - Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. - Approve and manage time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews. - Hold high-quality meetings with each direct report on a regular and predictable basis, minimally on a monthly basis. - Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team, and providing guidance on career paths. - As required, identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies. - Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. - Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff. - Look for opportunities to support staff in their career growth, where appropriate. As part of succession plan and nationalization goals, identify, train, and develop capability and capacity of national staff to successfully transition role and responsibilities, by the end of assignment.

Qualifications

- University degree in Computer Science / IT. A master`s degree will be an advantage. - 2-4 years of relevant working experience with NGOs / INGOs - Previous experience in an emergency or conflict-afflicted setting is required. - Excellent knowledge and experience in MS Excel and MS Access. - Excellent knowledge and experience in data visualization tools (Power BI) - Good knowledge of data collection tools (CommCare). - Hands on experience with SQL, MySQL. - Familiarity of working with cloud databases. - work experience as a Database developer. - In-depth understanding of data management (e.g., permissions, recovery, security, and monitoring). - Knowledge of software development and user interface web applications. Knowledge of digital health information systems

Language/Travel:

A good command of English is required. Arabic is required.

Travel: 30 % to field sites in Derek and Hasaka health facilities as well as attending regional and global workshops and meetings.
