OBJECTIVES OF THE PROGRAMME

To support countries to attain universal coverage of health services for better and equitable health outcomes. Health systems act as the foundation that both underpins and unifies public health efforts aimed at combating diseases and building healthy communities in an efficient and equitable manner, especially for high priority, excluded and underserved population groups. A strong health system foundation enables effectiveness of individual programmes and efficient use of shared system resources for all programmes. In addition, it also promotes community empowerment and participatory governance as means of integrating equity-enhancing and rights-based approaches as well as addressing the social determinants of health.

1. Health Policy and Financing (HPF)--> To assist countries to develop robust, coherent, and realistic health legislation, policies, strategies, and plans, with strong links between national and operational levels, and to monitor their implementation. To support Member States to progress towards universal health coverage (UHC) through the development of a health financing system, including revenue collection, pooling and purchasing, so to assure access to needed services (promotive, preventive, curative, and rehabilitative) without financial hardship.

2. Integrated Service Delivery (ISD)--> To support development of integrated people-centred service for communities and referral for optimal use of resources by all programmes; to accelerate progress towards universal coverage of safe and quality health services including integration of traditional medicines and practices into the health system. To assist countries to develop and manage a competent health workforce that can deliver integrated people-centred service, through human resources for health strategic planning, capacity-building for priority health interventions and strengthening of governance, appropriate regulation and education capacities.

3. Essential Medicines and Health Technologies (EMT)--> To support Member States to develop and implement policies, regulatory and financing mechanisms that ensure equitable access to effective and safe medical products and technologies of assured quality and their rational use by prescribers and consumers.

4. Health Intelligence and Innovation (HII)--> To enhance the capacity of Member States to analyse and use relevant health status and health systems performance data and research evidence in health sector management and decision-making processes. To strengthen capacity for health systems policy research to support UHC, through the development of reliable information systems and technology and national health research systems. To support the application of sustainable information communication technologies solutions in health services delivery.

5. Equity and Social Determinants (ESD)--> To collaborate with Member States to address the underlying social determinants of health through health-in-all policies and other approaches; develop and implement health policies and programmes that enhance health equity and integrate pro-poor, gender-responsive, and human rights-based approaches; and put in place policies and strategies to improve health literacy and to address the health needs of vulnerable populations such as older people, migrants and ethnic minorities.

DESCRIPTION OF DUTIES

Under the supervision of the Coordinator, Health Systems, and guidance of the Head of WHO Country Office, Cambodia, the incumbent will perform the following duties\:

1. Provide and mobilize technical assistance to the government and especially to the Ministry of Health in developing health financing and social health protection policies, including advice on the right strategic purchasing and provider payment mechanisms;

2. Provide technical support in the design, implementation and monitoring of innovative health financing initiatives to ensure sustainable and equitable financing and universal health coverage;

3. Support the harmonization and alignment of health financing policies/strategies/plans and support donor coordination mechanisms for health;

4. Provide technical assistance to the Ministry of Health in analysing health financing information, such as through national health accounts, and the use of the information for policy dialogue and policy formulation;

5. Support the government in cost-effectiveness analysis, equity analysis, public health expenditure reviews, developing medium-term expenditure frameworks, results-based financing, to increase the efficiency of public spending for health;

6. Monitor health sector performance including general financing indicators, by specifically tracking Sustainable Development Goals and UHC indicators; and

7. Provide other technical assistance, as needed.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced university degree in Health Economics, Economics or Public Health in a recognized university.

Experience

Essential\: Seven years' experience in economics, health economics, and/or health financing related work at national and international levels. Desirable\: Qualitative and quantitative skills on cost-effectiveness and equity analysis, expenditure tracking, costing, planning and budgeting. Experience in collaborating with government and development partners.

Skills

--> Good knowledge on overall health system development

--> Deep understanding of health financing including strategic purchasing and provider payment mechanisms, and the challenges for countries transitioning from high levels of donor funding;

--> Qualitative and quantitative skills on cost-effectiveness and equity analysis, expenditure tracking, costing, planning and budgeting;

--> Understanding of how to map private sector expenditure and how to steward such expenditure to reduce out-of-pocket payments; and

--> Excellent communication skills and experience in dealing with national policy makers and development partners.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1801 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
