This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

The Republic of Congo Country Strategic Plan (CSP) 2019-2024 approved by the WFP Executive Board in its first session of 2019 became effective on 25 February 2019. It aims to contribute to four Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of 5 Activities are planned to be implemented to achieve the contributions to the four Strategic Outcomes.

The activities under the Strategic Outcome (SO) 1 of the CSP are focused on assisting vulnerable people, including refugees, internally displaced persons, returnees, and indigenous people, affected by conflict, natural disasters or other shocks and stresses such as epidemics or climate shocks. Beneficiaries are targeted based on their vulnerability. The specific nutrition needs, and priorities of women, men, girls and boys will be addressed through nutrition-specific and -sensitive assistance.

The incumbent will provide operational support including user support and training, as well as supporting smaller changes and providing ongoing monitoring. The UNV will also work towards improving engagement with sister agencies by strengthening institutional capacities through policy design, planning, and programming, and will continue to work with the Government on scaling up and improving the management of national safety nets.

Under the direct supervision of deputy Country Director, the UN Volunteer will undertake the following tasks:

• Ensure effective management of WFP operations in the Sub Office; this includes the coordination of Programme and Logistics activities and correct implementation of WFP rules and regulations related to Administration, Staffing, and Finance. • Monitor the national food security situation in responsibility, identify areas of intervention and needs for food, plan the utilization of resources made available to WFP and coordinate timely delivery of food aid to the beneficiaries. • Manage all resources, including food, finance, and staff and in close collaboration with the CO • Undertake visits to view project outputs and beneficiaries, inspect storage places and points where WFP commodities are received, to ensure that progress is made in the achievement of project objec-tives. • Liaise with local government authorities, local NGOs, UN agencies, beneficiaries, and pipeline agen-cies for the purpose of harmonizing and coordinating of ongoing and future food aid activities. • Transmit clear, comprehensive information and well prepared periodic and ad hoc reports on the progress of operational projects to the Country Office and make recommendations and/or proposals for improvements in operations. • Bring to the attention of CO any administrative and/or security constraints in the delivery of food aid. • Manage WFP premises (offices, warehouses, guesthouses, etc.) to ensure that they are always clean, healthy, safe, and secure. • Ensure that the maintenance and utilization of WFP assets (ICT equipment, vehicles, fuel, etc.) is in line with the WFP regulations. • Contribute to preparedness actions, such as early warning, risk analysis and contingency planning and make the necessary recommendations. Periodically monitor the management of risks and report on any actions taken. • Supervise staff, provide training and technical guidance in their work. • Assess project performance including utilization of resources and achievement of planned targets. • Monitor the receipt of necessary shipping, freight or other documents and notify the appropriate WFP officer of non-receipt. • Monitor the processing time for settling freight forwarders accounts. • Analyse and prepare projections for food commodities and non-food items to ensure timely call for-ward and/or local procurement. • Maintain records on Programme activities, from formulation stage through completion, by extract-ing relevant information from reports, project committees, budget records and other documenta-tion; make information available for country briefs, country profiles, and other related purposes; en-sure project cycle deadlines are met. • Carry out advocacy and information related tasks for project/Programme activities such as making interventions and presentations in meetings, workshops, seminars, missions, etc. • Provide guidance and assistance to support staff under her/his supervision. • Perform other related duties as required.

Results/Expected Outputs • Improve operational Management and Implement Monitoring and Evaluation system of WFP activi-ties in the Field. • Gather output and outcome indicators data related to the programme in Congo

Adaptability and Flexibility; Professionalism; Ethics; Communication

management and coordination of planning activities. It is an advantage to have at least one year was closely related to Programme functions.

Other skills/experience and qualifications

  • Computer skills (i.e. Word, Excel, PowerPoint, social media, and others).
  • Ability to organize, complete and accurate reports, records and/or data, and put together independently with only general guidance.
  • Ability to have sound judgment; Ability to work with minimum of supervision; to supervise and train support staff; and to work effectively with people of different national and cultural backgrounds.

The incumbent will be based in the city of Bétou (department of Likouala), which is recognized by the UN se-curity as level I. The city is small and isolated with a permanent UNHCR office and the presence of several NGOs and other UN Agencies. The UN Volunteer will have the possibility to reside within the HCR operation base or in the city of Bétou. It is however not very easy to find a suitable apartment with basic security condi-tions. The apartment should be cleared with the security section. Each 3 months, a one-week rest and recuperation will be scheduled at Brazzaville. Even if the place is a family duty station, the living conditions are not conducive to a family life (low education and health capacities). Field missions will be carried out in the areas covered by the project
