Background information- ECR

Based in Geneva, the Europe and Central Asia Regional Office (ECR) supports UNOPS offices throughout the region through: management, financial and programmatic oversight of global and country-specific portfolios, clusters and operations centres, including hosting services; fund and management advisory services; project implementation; procuring goods and services; and managing human resources.

ECR ensures that projects are executed to the highest standards, providing a shared knowledge base and ensuring that best practices and lessons learned are disseminated between business units and projects across the entire region.

ECR strategy is to:

  • Strengthen UNOPS role in operationalizing the Sustainable Development Goals with particular emphasis on health, environment and economic development.
  • Position UNOPS in the Balkan sub-region, the Caucasus and Central Asia.
  • Strengthen the implementation of ECR global and regional programmes, with revitalized partnerships in infrastructure, procurement and project management.

Background Information – The Sanitation and Hygiene Fund (SHF) Operational since July 2021, SHF is a new and innovative Fund dedicated to achieving access to adequate and equitable sanitation and hygiene for all, paying special attention to the needs of women and girls and those in vulnerable situations.

The SHF mission is to catalyze vital investment into global sanitation and hygiene services to contribute to the world’s commitment that everyone will have access to adequate and equitable sanitation and hygiene with the specific needs of women and girls, including menstrual health and hygiene (MHH), accounted for. Our presence is critical because global progress on achieving safe sanitation and hygiene is lagging due to insufficient finance and there is an urgent need to create more opportunities for further public and private investment into the sector.

The SHF is utilizing innovative financial approaches to catalyze national sanitation economies. By doing this the SHF supports countries to increase the number of individuals with inclusive and sustainable access to improved sanitation, hygiene and Menstrual Health Hygiene(MHH), by, a) Increasing the volume of investments in the sanitation economy and b) Realizing the full value of national sanitation economies; delivering inclusive and sustainable goods, services and jobs.

The Sanitation and Hygiene Fund is a scalable financing mechanism to effectively tackle the sanitation, hygiene and menstrual health crisis in countries with high burden yet least able to respond. The Fund will maximize the efficiency and effectiveness of international development assistance and national investment. The Sanitation and Hygiene Fund therefore calls on global leaders, including national governments, to drastically scale up their investments in sanitation and hygiene and menstrual health in schools, health care centers and at the household level and to ensure the necessary innovation that supports better sanitation and hygiene. At the core of the new architecture is a country funding model designed to be an efficient and effective mechanism that can operate at scale and deliver impact and supported by a suite of policies that define how funding is to be invested.

Role of the Head of Resource Mobilization & Strategic Partnerships The role of the Head of Resource Mobilization and Strategic Partnerships is to ensure predictable and sustainable long-term funding to meet country needs for SHF-supported programmes.The role works to leverage private-sector investments and expertise, and to take innovations to scale, including innovative financing mechanisms where relevant, in order to achieve a long-term impact in SHF-supported countries.

The role also provides advocacy support at the global, regional and national level using strategic content and approaches to deliver commitments in support of immunisation.

Functional Responsibilities

1 - Resource Mobilization - Lead the development of the donor intelligence strategy and the consolidated global strategy for resource mobilization. - Lead the implementation of the RM strategy, including monitoring, analysing and documenting progress toward targets. - Lead revisions to the resource mobilization strategy to facilitate secure resource streams, based on the ongoing monitoring of donor policies, trends and funding mechanisms. - Provide reporting on resource projections/scenarios to senior leadership and other key stakeholders. - Lead the identification opportunities for resource mobilization and recommendation of solicitation strategies for emerging sources of funding. - Make recommendations on best practice approaches to donor interactions, including identifying opportunities to leverage private-sector investments and innovative financing mechanisms - Represent the organization in donor and membership meetings and negotiate/finalize donor agreements. - Represent the SHF in meetings, conferences etc. on resource mobilization. - Review and approve outreach/publicity material geared towards partners and donors.

2 - Strategic Partnerships - Lead the implementation of the partnership strategy. - Identify and build strategic partnerships with organisations which SHF can collaborate and partner with. - Manage and maintain strategic partnerships at a senior level. Lead SHF’s external relations work, identifying opportunities to intervene with critical institutional partners and leaders ,to influence policy and decision making. - Provide the Executive Director and the Board with expert advice on formulating appropriate strategic partnerships

3 - Team Leadership. - Recommend and/or determine team priorities and supervise the implementation of annual work plans. - Monitor implementation, oversee progress toward annual objectives and take decisions to ensure the delivery of results as planned. - Operate within the defined limits of authority on matters of Finance, Procurement and Human Resources and subject to any limits or conditions that may be imposed as per delegated authority. - Promote teamwork, collaboration and diversity by providing direct reports with clear direction, objectives and guidance to enable them to perform their duties responsibly, effectively and efficiently. - Plan, recruit, manage and develop a flexible workforce with the skills and competencies needed to ensure optimum performance, and ensure gender and geographical diversity. - Foster a positive work environment, respectful of both men and women, and ensure that the highest standards of conduct are observed.

Education/Experience/Language requirements

Education: - Master degree in relevant field business administration, economics international relations or social science or political science or other relevant areas. - A bachelor's degree with a combination of two additional years of relevant experience may be accepted in lieu of the master's degree.
