The office of the Human Resources Management (HRM) Programme Director is responsible for driving the HRM strategic priority of advancing people management technology and analytics, and ultimately that of excellence in people management through simplification and automation of HR processes, access to business-ready data and analytics for better decisions and unparalleled user experience. The office’s scope of work currently includes the implementation of the Workday Human Capital Management platform, People Analytics Capability Development, and other relevant projects.

ACCOUNTABILITIES/RESPONSIBILITIES

The Programme Manager Officer (PMO) will support the development, implementation and related change management of initiatives shaped to support the advancement of people technology and analytics. Under the direct supervision of the Human Resources Management (HRM) Programme Director, the Consultant will be responsible for (not limited) to the following tasks:

  • Support the development, implementation and related change management of strategies and plans to advance people management technology and analytics, aligned with departmental, WFP and wider UN strategies, policies and processes to support HQ and field operations to meet the mandate of WFP
  • Apply in-depth understanding of WFP strategy and People Policy, diverse local contexts and emerging leading HR market practices, to support the development of tailored HR projects to effectively meet local needs
  • Partner with senior managers and other critical stakeholders within HR and beyond to understand their vision, mission, needs/challenges and operating environment in order to transform strategic and operational business objectives with regards to the digital transformation of people management into pragmatic, well-embedded solutions
  • Develop and implement project/programme management standards, guidance and processes within the programme portfolio ensuring that effective quality control is in place to monitor adherence to targets. Identify gaps and challenges in existing project management systems and devise solutions to be implemented
  • Ensure that activities are continually monitored and the findings used to 1. Inform activity developments, 2. Support strategic decision making, 3. Provide timely and consistent reporting to relevant stakeholders
  • Provide advice, governance and oversight to projects within the Digital HR transformation portfolio on project management & performance reporting to drive the quality, consistency and timeliness of project management and performance reporting
  • Apply knowledge of workforce data and analytics to define the type of insights needed to support strategic decision-making on matters related to the digital transformation of people management
  • Gathers data and different perspectives, takes expert advice, shares knowledge, and uses a systematic approach to develop reports that facilitates decision making for executive management/senior management and other stakeholders
  • Shows expert knowledge of Country Office / Division challenges and applies this to provide tailored guidance, advice and support for the design and implementation of HR digital transformation projects. Proactively seeks information on the local employee context.
  • Support the development, management and coordination of consistent and impactful organization-wide communication and change management of HR digital transformation project, partnering with the Communications and Advocacy Division to develop the most effective approach
  • Ensure that guidance and support is provided to Country Offices, Regional Bureaux and HQ Divisions regarding the development of initiatives part of the digital transformation of people management to effectively anchor them organization wide and position these efforts within the strategic planning and thinking of WFP
  • Maintain relationships and collaborate cross-functionally to align programme activities with wider divisional/corporate activities and ensure a coherent approach that enables efficient delivery of the new HR digital transformation initiatives being planned

  • Identify and build productive relationships with a broad range of internal and external partners, including other UN agencies, with regards to HR digital transformation to 1. Transfer knowledge and expertise 2. Promote WFP’s strategies and projects and position WFP as a leader in this area. 3. Strengthen partnerships with these entities

  • Support the integration and application of new people management technology and analytics across relevant corporate processes and systems organization wide
  • Lead efforts to design and institutionalize learning and development initiatives as adequate to support the digital HR transformation.
  • Manage a team of staff, providing expertise, coaching and guidance as required to ensure appropriate development and enable high performance. Identify talent for recruitment of open positions as necessary
  • Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in one ore more of the following disciplines: Public or Business Administration, Human Resources Management, International Relations Management or other related fields.

Experience & Skills:

  • A minimum of eight years of progressively responsible experience in carrying out project management for complex transformation projects in an international organization and/or large global corporation is required. Experience managing a team is required
  • Sound theoretical understanding of HR concepts and principles with a broad knowledge of best practices, techniques and processes and specialized knowledge in project and change management
  • Strong business acumen and commercial understanding
  • Has planned and delivered HR strategic projects (i.e. change management, and HR Programme design) that have contributed to increased organisational efficiency
  • Demonstrated knowledge of project management and ability to identify key project management issues and provide in-depth analysis with well formulated recommendations.
  • Sound theoretical understanding of performance reporting concepts and principals with a broad knowledge of best practices, techniques and processes
  • Knowledgeable and experienced in efficient Change Management methods
  • Strong analytical skills with the ability to analyse and interpret large amounts of information, drawing out the key messages to develop strategies and policies.
  • Strong personal credibility and influencing skills, with proven ability to build trusted relationships with senior managers and other key stakeholders to realize outcomes.
  • Mature judgment, strong technical, analytical and communications skills
  • Proven track record for planning, executing, controlling and closing projects and the ability to manage multiple projects simultaneously with minimal supervision
  • Exceptional presentation and executive management communication skills;
  • Ability to competently mediate disagreements and negotiate agreeable resolutions;
  • Highly proficient skills in Word, Excel and PowerPoint
  • Experience of Programme and project level financial management;

Languages: Fluency in oral and written English and ideally with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages).
