BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

In the Republic of Congo (RoC) Country Office (CO), the Partnerships, Reports and Communications (PRC) unit provides leadership and expertise to WFP’s positioning, partnering and resourcing efforts to continue saving lives and changing lives in the RoC.

The Consultant will lead WFP RoC's resource mobilisation and external communications efforts with the overarching goal of expanding the donor base and maintain traditional partnerships, including with the host Government. The consultant will support the development of advocacy strategies, oversee the preparation of donor reports and external communication products targeting WFP RoC’s main partners and external audiences.

The incumbent will report to the Country Director, supervise the PRC Unit composed of national and international staff and will work in close collaboration with the Deputy Country Director. He/she will play an influential role to effectively position WFP with public, private, and external partners to attract resources, technical assistance, and innovative solutions to advance the vision of the CSP in the RoC while advising senior management to navigate complex engagements with various partners.

ACCOUNTABILITIES/RESPONSIBILITIES:

Unit management

  • Lead and manage the PRC team composed of national and international staff, ensure they reach their deliverables, goals, objectives and complete their performance evaluations, ensuring that the unit delivers value and excellence for the beneficiaries and donors.
  • Cultivate and grow a strong team of committed coworkers that will maintain our donor base and prepare high-quality reports and communications products.
  • Organize capacity building sessions at internal level on a wide range of communication-related issues (donor reporting/branding, photography, video editing, social media management tools, graphics design, etc.).
  • Any other duties as assigned under the PRC functions of the CO.

Donor relations and reporting

1. Lead the implementation of a work plan for an assigned area to enable WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives.

2. Engage with other functional units on WFP’s thematic, country specific offerings, developing content and language that speak to individual audiences and align with on-going policy dialogue in national and global fora; Support alignment of partner engagement across the organization.

3. Proactively support a wide range of aspects of a partnerships portfolio, including partner profiling, data/trends analysis and outreach plan, to maximize resources and leverage policy and technical support for WFP’s work; Ensure partner visibility and that partner conditions are met.

4. Facilitate corporate dialogue with partners through preparation of quality briefing materials; Proactively highlight strategic opportunities and issues to senior management and propose options for the best course of action to nurture trust and interest in the work of WFP; Support the preparation of joint events (e.g. UN pledging conferences) that can advance WFP interests and objectives.

5. Gather and share partner intelligence (including forecasting), using key information systems (e.g. WINGS, Salesforce, WFP Go), and asses results.

6. Support functional units on partnership strategies; Extend support on partnership/contribution management, in line with corporate norms, processes and legal agreements, on quality proposal and report writing by engaging with other WFP entities and external stakeholders.

7. Develop a comprehensive Partnership Action Plan for the Country Office. This will require the mapping of all current and potential donors - based in Brazzaville, Kinshasa or elsewhere – as well as extensive engagement with them.

7. Facilitate partnership growth, by exploring opportunities to expand existing partnerships and scope of new partners, guided by assessments, analysis, and due diligence; Present recommendations to senior management and ensure follow-up.

8. Contribute to the preparation of partnership proposals, strategic agreements, joint strategies and/or MOU, considering corporate norms, processes, and external regulations; Ensure quality control of content by engaging with relevant functional units.

9. Use socio-political insights to support WFP’s effective positioning vis-à-vis national governments, regional and international institutions with the aim to influence the policy agenda.

10. Solicit inputs from other WFP entities that contribute to inter-governmental/inter-agency work to ensure that WFP positions are properly explained and considered in decision making.

11. Take responsibility for incorporating gender perspectives in all areas of work to ensure equal participation of women and men.

12. Contribute to preparedness actions, providing technical recommendations and guidance; Monitor defined risks and make recommendations how to manage these effectively.

13. Support the Annual Country Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation and logistics functions to coordinate and ensure coherence and quality of information

Communications and public advocacy

  • Support the elaboration of communications/public advocacy strategies as well as the management of the allocated resources to the unit in consultation with Programme officers.

  • Supervise the national communications assistant and the international communications/reporting officer and ensure documented and effective capacity transfer is implemented.

  • Maintain regular and quality contact with the Communications and Protocol officers in the partner Government entities and the UN agencies.

  • Use existing high-quality and compelling multimedia materials to proactively position WFP to engage beyond emergency support to medium-term development in the areas of anticipatory action, nutrition, agriculture, social protection, school feeding and resilience.

  • Serve as editor and reviewer of stories, media messages, news releases, factsheets and operational briefs.

  • Ensure dissemination and follow-up of information about new RB/HQ initiatives within the CO team, as well as dissemination of recommendations and best practices.


QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

A university degree in International Development, International Relations, Economics, Social Sciences, Public Administration or Communications, or other relevant fields.

Experience:

At least six years of professional experience, preferably in the International Humanitarian/Development field

  • Excellent writing skills with demonstrated ability to write concise and analytical reports under time constraints.
    • Ability to explain complex operations to counterparts and to communicate with Government and partners clearly and effectively, both orally and in writing.
    • Ability to establish priorities, plan and organize work programme with minimum supervision.
    • Tact, persuasiveness, and ability to work in multicultural and diverse settings.
    • Understanding of political dynamics and decision making and proven ability to establish and maintain good working relations with internal and external stakeholders.
    • Willingness to travel.
    • Willingness to engage in skill transfer activities.
    • UN/WFP experience.

Knowledge of partnerships development and communication campaigns design an asset.

Languages:

Proficiency in writing and verbal communication in French and English
