BACKGROUND AND JOB PURPOSE

Lead the Evidence, Policy and Innovations (EPI) Unit in WFP Nepal, including advancing efforts with the Government of Nepal, United Nations agencies and knowledge partners (research and academic institutions) to (1) lead food security and nutrition policy coherence efforts in the Country Office, (2) strengthen the capacities of national and local authorities to prepare for and respond to food insecurity and emergencies (3) manage evidence-based applied research projects, (4) and utilize the latest science and technology to design, implement and monitor food security and nutrition programmes.

JOB TITLE: Head of Evidence Policy and Innovations (EPI) TYPE OF CONTRACT: International Consultancy/CST LII /Regular UNIT/DIVISION: Evidence Policy and Innovations Unit DUTY STATION (City, Country): Kathmandu, Nepal DURATION: 11 months

KEY ACCOUNTABILITIES (not all-inclusive)

Under the lead of the Deputy Country Director, the Head of EPI will report directly to the Head of Programme and work closely with the other activity managers in the Nepal Country Office. Lead the Strategic Outcome 5 Pillar of the Country Strategic Plan: • Lead, coach and mentor a team of highly capacitated National Officers under this pillar of the Country Strategic Plan. Guide and oversee the annual and work planning and review sessions in-line with the country office’s and corporate standards. • Develop policy, advocacy and positioning strategies for food security and nutrition embedded in Nepal’s national frameworks and policies and fully aligned with the 2030 agenda’s goals. • Coordinate the Country Office’s food security and nutrition policy engagement with the Government of Nepal to ensure proper implementation of the Right to Food Act. • Support Country and Deputy Directors in producing high-level policy concept notes, summaries and thought documents for interagency coordination on food security and nutrition policies. • Regularly brief and advise senior management on national food security policy updates, legislation and government planning.

Lead Food Security and Nutrition analysis in the Country Office as co-Lead for Strategic Outcome 4 Pillar of the Country Strategic Plan: • Lead, coach and mentor a team of highly capacitated National Officers under this pillar of the Country Strategic Plan. Guide and oversee the annual and work planning and review sessions in-line with the country office’s and corporate standards. • Rethink and redesign the architecture of the national food security monitoring system (NeKSAP) and structure a multiyear project jointly with the relevant line ministry and other partners. • Lead and oversee regular household surveys, including supporting on sampling design, questionnaire, data cleaning and analysis, visualization, report writing and dissemination. • Take the responsibility of and produce high-quality strategic and analytical reports on food security and nutrition in Nepal (situation reports, concept notes, in-depth analyses). • Lead and oversee the regular collection of market price data and design mechanisms to expand the scope of market data collection. • Strategically guide and provide technical support and quality assurance to vulnerability analyses and guide preparation for and action of the 72-hour approach for rapid assessments. • Lead and advise a team of seconded staff who support food security data management capacity strengthening with Provincial and Federal government. • In close collaboration with other Programme Unit entities, advise and support the Country Office through regular targeting and mapping activities. • Advise Monitoring and Evaluation unit on design of quantitative program evaluations. • Provide quality assurance to all unit knowledge products, including text and data visualization reviews. • Represent WFP in the various cluster and working group meetings for food security, agriculture, statistics and disaster preparedness.

KEY ACCOUNTABILITIES CONTINUED:

Innovation: • Identify opportunities for game-changing innovation in food security and nutrition in Nepal. • Lead the scale up of viable Forecast-based Anticipatory Action models through key • Design, test and incubate innovations into WFP programming from a wide perspective, including in the Programme Unit more broadly, in close coordination with the WFP Innovation Accelerator and relevant Country Office units.

Fundraising: • Explore new funding opportunities and draft funding proposals in close coordination with the Donor Relations and Partnerships unit.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree (Masters) in Public Policy, Public Health, Economics, Statistics, Nutrition or other relevant field. Technical qualifications in information management, database systems, web-based applications and related field are strongly preferred

Language: Fluency (level C) in English language is required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience: At least six to ten years of professional experience in international humanitarian assistance and development programming.

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge and Skills: • Knowledge of food security monitoring, nutrition surveillance and early warning systems is highly desirable. Familiarity with vulnerability analysis, remote sensing, and GIS are important. • Strong background in capacity development and system strengthening with government institutions and counterparts is required. • Background in policy strategy and development is highly desirable. • Experience with social protection and social safety nets, including cash transfers, in a least developed country context is desirable. • Background in econometrics/statistics, especially survey statistics, is highly desirable. • Ability to analyze diverse sources of information, summarize conclusions and recommend a course of action to Senior Management. • Ability to establish and maintain effective working relationships with external partners (Government, donors, UN agencies, knowledge partners). • Advanced writing and communications skills to rapidly produce high-quality written products (concept notes, proposals, status reports).
