Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates the United Nations system’s efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts towards building effective partnerships with civil society and other relevant actors.

UN Women Sri Lanka is responsible for proactively driving the positioning of UN Women among the donor community, development partners and the general public by promoting gender equality, working for elimination of all forms of discrimination against women and girl and supporting women’s empowerment. Given the functional responsibilities of UN Women in Sri Lanka, the work of the office includes ensuring technical quality of research reports and communicating its key messages in various visual formats. Communicating strategic results and key messages using visual tools are a must to mobilize partners and resources as well as to drive progress on gender equality by reaching a diverse audience in the country.

Duties and Responsibilities

Under the overall guidance of Country Focal Point at UN Women Sri Lanka, working closely with the Communication Officer, the Consultant is responsible for the following:

  • Transform text-based communications materials into visual graphic design materials such as infographics, brochures etc. This includes incorporating any feedback from UN Women colleagues.

  • Develop and conceptualize designs for communication materials based on assignment brief

  • Provide recommendations on the best and most relevant visual design style and materials suitable for the project’s target audience

  • Coordinate with printers and event management companies as required.

  • Liaise with and report to UN Women Sri Lanka Communications Officer regarding any visual design work

Expected deliverables

This includes but is not limited to:

  • Brochures, leaflets, posters
  • Infographics
  • Visuals for social media campaigns
  • Design and layout publications and reports
  • Designing visibility items such as notebooks, backdrops, banners etc

Deliverables will be required to be produced in a variety of formats including for digital and print distribution, depending on the needs of the project. Completed working files to be shared with UN Women and UN Women to retain the rights to all designs.

The consultant will be supervised by Ramaaya Salgado, Programme Analyst, UN Women Sri Lanka

Required Skills and Experience

Education

  • Secondary education in relevant field or at least 5 years of experience in graphic design (Portfolio / samples of work to be submitted)

Experience

  • Proficiency in design software including Adobe Illustrator, In Design etc
  • Experience in data visualization
  • Experience in conceptualizing designs, logos etc
  • Experience in coordinating with printers and printing processes
  • Previous work experience working with UN Agencies and an understanding of gender equality is an asset.

Language

  • Proficiency in English language

Contract period and work location

The consultant will be hired during 25 March 2022 to 15 February 2023. He/She will be working under supervision of Programme Analyst – UN Women Sri Lanka. This consultancy is home-based with report to UN Women Sri Lanka Office occasionally as required by hiring unit.

Evaluation

Applications will be evaluated based on the cumulative analysis:

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. The total number of points allocated for the technical qualification component is 100. Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

  • Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview. The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

All applications must include (as an attachment) the CV, P11, portfolio with sample work, and the financial proposal. Applications without financial proposal will be treated as incomplete and will not be considered for further assessment.

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will be made upon submission of deliverables with an approval of the National Programme Analyst at UN Women Sri Lanka.
