You have:
- Advanced degree in economics, human rights, social policy or related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of five years of progressively responsible experience in economic, social and human rights research and analysis, policy formulation, application of economic principles in development programmes or related areas is required.
- Background in research and experience in collection of disaggregated data and producing analysis, reports, briefing notes and country assessments in relation to human rights, including economic, social and cultural rights is required.
- Experience in economic research and analysis, policy formulation and application of economic principles in the human rights and gender areas is desirable.
- Experience in facilitation, training and capacity building with national institutions and civil society including at the national, regional and community levels is desirable.
- Fluency in oral and written English is required.
- Knowledge of Sinhala and/or Tamil is desired.

Result of Service
Completion of human rights training plan and 2-3 modules and presentations for senior and/or technical Governmental officials, CSOs and the Human Rights Commission (NHRI) on ESCRs including cross-cutting issues (corruption, gender, LNOB, PWDs, SDGs, technology and climate action). • Completion and dissemination of a tool for CSOs on ESCRs including anti-corruption. • 6 dialogues / meetings with the authorities, UNCT members, development partners, civil society, NHRI to raise awareness on the relevance of integrating human rights (in particular, ESCRs) into fiscal policies. • Finalization and implementation of a strategy on a specific ESCR (e.g., right to food, right to education, right to social security) in collaboration with UNCT and other stakeholders.

Duties and Responsibilities
Under the functional supervision of the Senior Human Rights Adviser in Sri Lanka and the substantive supervision of the Chief of the Economic, Social and Cultural Rights section in the Development and Economic and Social Issues Branch (DESIB), Thematic Engagement Division (TED), OHCHR, the Consultant will be responsible for the following duties: • Plans, supports, coordinates, and implements technical assistance and capacity-building activities related to the promotion and protection of economic, social and cultural rights, with attention to gender perspectives. • Supports and implements technical assistance and capacity-building activities related to the promotion and protection of economic, social and cultural rights. • Conducts substantive research and analysis of human rights issues/events and assesses their impact on the human rights situation. • Ensures human rights issues, including their gender considerations, are integrated into social, political, humanitarian and economic efforts and programmes. • Performs other related functions as required.
