Job Description

Responsibilities

Grant Management

1. Ensure that grants or contracts are well administered, and program/support teams are fully informed of relevant donor compliance regulations and IRC procedures 2. Ensure quality information management through regular maintenance of hard and soft copy grant files, and grant tracking tools. 3. Ensure draft reports are disseminated for review/feedback by senior grants staff, relevant technical advisers, and HQ staff prior to submission, as applicable 4. Coordinate and support regular monitoring of grants, using appropriate project cycle management tools and through facilitation and support of regular grant meetings 5. Ensure quality information management related to grants by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal IRC documentation and Grant's department tools. 6. Maintain a comprehensive information management and filing system that ensures all donor contractual documents, reports, key correspondences, etc. are appropriately filed in up-to-date and consistent soft and hard libraries available in the IRC systems. 7. Assist capacity building of IRC program and support teams by facilitating training and providing support in report writing, budget management, indicator tracking, IRC-specific tools, and other topics as/if needed 8. Participate in the project cycle and grant monitoring meetings to ensure that grants are implemented in compliance with the IRC and relevant donor regulations and to ensure strong financial management proper operational openings and closings of grants and monitoring and evaluation of programmatic progress. Support the organization of meetings and the follow-up to action points. 9. Engaging private sector actors to broaden the IRC partners in and outside Afghanistan to deliver humanitarian and development activities in support of the Afghanistan population.

Compliance

1. Maintain a broad and deep understanding of relevant donor policies, regulations and procedures 2. Proactively identify compliance risks throughout the portfolio and advise programs, support teams and senior management on necessary actions 3. In concert with the finance team, assist program technical leads and operations staff with understanding the reporting and other compliance requirements on their grants and sub-awards

Training & Capacity Building

1. Assist with strengthening the capacity of Grants officer and field staff by supporting training and providing follow-up support in report writing, sub-grants procedures, and other topics as needed. 2. Provide inputs to Deputy Grants Coordinator in identifying training needs in the area of Grant management for Grants and non-grants staff. 3. Lead refresher training programs for Field and Program Coordinators, Program Managers to ensure staff are aware of their roles and responsibilities in grant management and are updated with new procedures, IRC global initiatives, etc.

Qualifications

Job requirements

- Relevant degree in development studies, social sciences, or other relevant field (BA) - At least 5 years’ experience in international humanitarian/emergency contexts (Afghanistan) - Experience with key donors, including US government, UN, ECHO, Sida, other European donors, as well as private funding sources, and familiarity with institutional donor rules and regulations and compliance - Strong proficiency in grants management and reporting. - Strong coordination and project management skills, including coordination among the different departments within the IRC - Fluency in English, with strong writing and analytical skills, including ability to communicate technical matters to a range of audiences. - Proficient in MS Office, MS Word, MS Excel, and MS PowerPoint. - Excellent diplomacy skills, patience and clear communication skills. - Ability to independently organize work and prioritize tasks
