Job Description

The IRC Iraq program was established in 2003 and is currently operating programs in Federal Iraq with an annual portfolio of approximately $20 million. The IRC is currently providing humanitarian assistance in the sectors of child and youth protection and development, women’s protection and empowerment, general protection (protection monitoring and legal assistance), cash and livelihoods, governance, and early childhood development. IRC Iraq’s main office is based in Erbil, with field offices in Baghdad, Ninewa (Mosul), Anbar, Salah al-Din, and Kirkuk governorates.

SCOPE OF WORK: --------------

The Grants Manager will provide key support to the Grants and Partnerships Coordinator and day-to-day oversight of grants and relevant sub-grants, understanding and adhering to internal IRC procedures and donor requirements.

RESPONSIBILITIES: -----------------

1. Grant Management:

- · Ensure that grants or contracts are well administered and program/support teams are fully informed of relevant donor compliance regulations and IRC procedures - · Manage reporting to ensure timely delivery of high-quality reports which meet donor and IRC requirements, with support program managers/ coordinators - · Work with finance to ensure the timely submission of high-quality financial reports, and relevant requests for funds - · Coordinate and support regular monitoring of grants, using appropriate grant management tools and through facilitation and support of regular and timely Grant Review, Opening and Closing Meetings and BVA Meetings - · Support program staff in grant revisions, cost extensions, no-cost extensions, budget realignments, and other as required - Ensure quality information management related to grants by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal IRC documentation and Grants Unit tools - Maintain a comprehensive information management and filing system that ensures all donor contractual documents, reports, key correspondences, etc. are appropriately filed in up-to-date and consistent soft and hard libraries available as needed

2. Sub-Award Management -----------------------

- Work with Partnership Manager to ensure the timely internal review and clearance of all reporting associated with sub-grants. - Monitor and facilitate compliance of partner’s programs with donor and IRC requirements and raise issues affecting external/internal compliance to the Grants and Partnerships Coordinator. - Utilize IRC’s Sub-Award tools and systems to ensure IRC and donor compliance with sub-award management

3. Compliance

- Proactively identify compliance risks throughout the portfolio and advise programs, support teams and senior management on necessary actions - In concert with the finance team, assist program technical leads and operations staff with understanding the reporting and other compliance requirements on their grants and sub-awards - Liaise with IRC colleagues in US, UK, and Germany about specific compliance issues and clearly communicate these issues through to relevant colleagues in the field

4. Business Development -----------------------

- · Support proposal and project/program revisions as required - Support opportunity identification by perform monitoring, research and analysis into donor strategies and share with program staff - Support the Grants and Partnerships Coordinator to ensure proposals are tracked with standard IRC tracking tools (e.g. FM01, OTIS)

Qualifications

· University Degree in the relevant discipline

· Four years of relevant experience, including staff capacity development and team building experience.

· Knowledge and understanding of international humanitarian or development programming is preferred.

· Professional fluency in English, including strong writing and editing skills. Fluency in Arabic or Kurdish strongly preferred.

· Strong coordination and project management skills.

· Competent in Windows, MS office programs, emails and relevant database.

· Works well in and promotes teamwork, flexible and able to handle pressure well.

· Good coping strategies in stressful and emergency situation, calmness is a requirement

Work Environment ----------------

The position will be based in Erbil, Iraq, and covers all operating areas in Iraq. The security situation in Erbil remains calm.
