Duty Station : Yangon, with regular travel to DRC Area Offices within Myanmar

Reports to : Programme Development and Quality Manager (PDQM)

Direct Reports : No direct reports

Overall purpose of the role:

  • Work with programme staff to develop high-quality and timely reports for donors and other country- and HQ-level communication material.
  • Support the PDQM in the initiatives to expand the portfolios, including contributions to proposal development and programme design.
  • Manage part of the DRC Myanmar grants portfolio, including ensuring reporting and instalments are completed in time and in line with donor compliance.

Geographic scope: Yangon (Head Office)

This role has a country-wide focus and ensures compliance to DRC procedures and guidelines within the country by all programme and support teams. The role contributes to the development of country programme and project management strategies, which are translated into action plans and day-to-day tasks.

Responsibilities:

  • Manage and update grants-related information, trackers, documentation, and processes in accordance with DRC’s Grants Management Volume and Grants Management ERP system (Grants Card on Dynamics) and country-level filing systems (SharePoint).
  • Collaborate with HQ Grants Management Specialist to ensure all relevant information is updated on Dynamics, including reporting, milestones, start and end date, total budget, and document uploads.
  • Facilitate timely signature of grant-related documents, such as contracts and CTs, by liaising with CD and HQ Grants Management Unit.
  • Manage reporting workflows and processes between programme and support teams, senior leadership, and HQ to ensure the timely and quality development and review of reports.
  • Coordinate and support the development and finalization of high-quality, timely reports for donors, partners, and government on programme progress, ensuring all donor reporting requirements are met and strategically positioned to demonstrate DRC’s leadership in programming in the country context.
  • Support the PDQM in providing timely, thorough responses to information requests from internal and external sources.
  • Support the PDQM in overseeing proposal development processes, including drafting and producing high quality concept notes and proposals, in collaboration with programme staff and technical coordinators.
  • Support the PDQM and Head of Programme with the development of programme strategy and/or drafting of position papers and other related initiatives leveraging evidence from programmes.
  • Support the PDQM and Head of Programmes in ensuring sound project cycle management across the country portfolio.
  • Contribute to high-quality reporting and communication activities, drafting original content and providing strategic guidance on positioning and messaging of reporting and communications materials.
  • Serve as main gatekeeper of donor compliance, providing operational guidance to programme teams based on donors’ rules and regulations.
  • Maintain a repository of impactful success stories and case studies, and guide programme teams on capturing and sharing these stories in compliance with DRC’s policies and donor communication guidelines and requirements.
  • Work closely with programme MEAL staff to ensure best practice monitoring and reporting of programme activities.
  • Support the delivery of training and support to programme teams on report writing, proposal development, DRC-specific project cycle management, grants-related tools and donor compliance, as needed.

*Perform any other relevant tasks as requested by the Line Manager (PDQM) within the scope of responsibilities of the present JD and the department (Grants & Partnerships / Programme) it belongs to.

Experience and technical competencies: (include years of experience)

  • At least 2 years of professional experience with an international development organization.
  • Some familiarity with UN and EU donors and knowledge of how reporting requirements work.
  • Ability to engage with local community-based organisations and other departments within DRC as required.
  • Strong interpersonal and organizational skills.
  • Experience in understanding and reviewing budgets is an advantage.
  • High-level knowledge and practice with Word, Excel, Outlook, etc.
  • English proficiency including good report writing skills.
  • Fluency in Burmese and English languages
  • Other languages are considered an asset.

Education/qualifications: (includes certificates, licenses etc.)

  • University degree in international relations, project management, business administration, or equivalent professional qualification

Conditions

Contract: DRC will offer the successful applicant DRC’s contract (included 3-month probation) with the possibility of extension. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band H- Non-management. This position is open for DRC internal staff only.
