Job Summary: The main purpose of the Grants Coordinator position is to oversee the development of project proposals and preparation of donor reports ensuring quality, timely submissions and adherence to NRC and donor requirements. The position is also responsible for ensuring timely submission of quality internal and donor reports.

Qualifications

  1. Competencies

Context/ Specific skills, knowledge and experience:

  • Have practical working knowledge of Theory of Change, Results Based Frameworks, Proposal Writing, Project Cycle Management
  • Be comfortable with MS Package, notably Word and Excel.
  • Possess well-developed communication skills in both written and spoken English as well as Arabic, with the ability to accurately translate and back-translate technically written text from English to Arabic
  • Knowledge and working experience of rules and regulation for the key donors currently active in the Yemen humanitarian response is a distinct advantage
  • Strong analytical skills - both qualitative and quantitative
  • Thorough and able to pay attention to detail while also able to meet deadlines
  • Able to handle a large workload, work under pressure, independently and with limited supervision
  • Have skills to maintain productive work relationships in a multi-cultural work environment

Academic and Professional Qualifications

  • Relevant university degree or higher education, preferably in international relations and/or development, social sciences or management.
  • Solid programme management experience

Achievement indicators:

Job execution is evaluated based on the following criteria:

  • Level of results achieved, according to Individual Work Plan, respective Country Strategies, Plan of Actions, and Project Descriptions and Budgets
  • Level of adherence to deadlines, and ensuring that applications and reports are of high quality and are submitted according to established routines
  • Support given to Country programme to ensure efficient management of funds disposed within authorized budget framework according to given guidelines
  • Level of support to the Area Managers and Programme Staff in the field
  • General contribution: Strategy development, policy development, protection analysis, programmes development etc.
  • Flexibility and ability to adjust to changes and new requirements
  • Level of personal contribution in supporting colleagues, team-building and a healthy, positive and creative work environment

Responsibilities

  1. Role and responsibilities

The purpose of the Coordinator position is day to day support in programme development, grants monitoring and reporting.

Generic responsibilities

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated support function portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Promote and share ideas for improvement of programming function
  5. In the absence of the Grants Manager, act in his/her position. Unless otherwise stated in writing, the Grants Coordinator will be fully accountable for all functions of the role during such period(s).
  6. Ensure proper filing of documents, ensuring proper maintenance of all hard copy project documentation and timely uploading of documentation onto the SharePoint (365 NRC Intranet)
  7. Participate in external coordination meetings as may be appropriate.

Specific responsibilities

  1. Coordinate development of project proposals and reports for the country office and be responsible for the quality and timely submission of required reports to NRC HQ and donor agencies/partners
  2. Provide necessary advice/support to ensure optimal use of financial resources on the programme based on the initially developed proposals and approved budgets
  3. Provide necessary support to field staff to ensure adherence to donor regulations and requirements in project implementation and reporting.
  4. Liaise with donors and field teams on any matters raised in regard to project proposals and donor reports.
  5. Support the programme team on modifications of approved projects when necessary and maintain liaison with the teams and the donors ensuring adherence to NRC and donor requirements.
  6. In cooperation with Country Finance team, be responsible for timely project budget revisions and submission to respective donors.
  7. Responsible for timely communication with the Area Managers and Programme Staff in the field offices on upcoming deadlines for submission of project proposals and reports,
  8. Develop and ensure effective utilization of Grants tracking tools
  9. Attend meetings with donors, peer agencies and other stakeholders as and when necessary
  10. Keep the Grants Manager informed about all programmatic issues of relevance to the overall management and coordination of the country programme.
  11. Proactively support initiatives to strengthen staff capacity to effectively use NRC systems and related tools for effective project cycle management
  12. Assists with any other duties assigned by Grants Manager and/or HoP, as and when required.

Scale and scope of position:

Staff: Supervisory of Grants Officer responsibilities Stakeholders: May occasionally be required to meet with government authorities in a liaison role or represent NRC at cluster or NGO meetings and other fora Budgets: The post holder is not expected to have budget-holder responsibilities, but will be instrumental in coordinating information for proper project activity budgets Information: The post holder will be responsible for project documentation and filing across core competencies/programmes.
