Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. Together, UN Women in Tunisia and Libya form a Cluster Office with joint management and operational team.

Libya has shown commitments on paper for gender equality, with its ratification of CEDAW in 1989 along with the optional protocol in 2004 and of the Protocol of the African Charter on Human and People’ Rights on the Rights of Women in Africa (Maputo Protocol). The principle of equality between men and women is outlined in the draft Constitution and also in the LPDF roadmap, however the overall legal framework on gender equality remains weak and has not translated to gains in women’s empowerment in practice. Whereas some laws explicitly discriminate against women e.g. provisions in the labour law that limit the hours women can work,[1] others may be interpreted contrary to their intention, such as Law 59 that is meant to encourage women’s participation in local councils, but which is in fact interpreted so as to actually limit participation.

In Libya, UN Women works together with national institutions and civil society organizations to promote good governance and women’s meaningful political participation. In close collaboration with national stakeholders, UN Women works to mainstream gender into governance, particularly by building the capacity of public institutions on gender mainstreaming. Additionally UN Women supports directly women human rights defenders by building their capacity and supporting their civic engagement work and political participation. Finally, UN Women normative work advocates for the effective response on VAW, including online VAW, by the technical support to the development and implementation on legislation around EVAW and capacity building of judicial sector.

Reporting to the Head of Programme and with the overall guidance from the Head of Office, the Governance and Political Participation Specialist will be responsible for the design, implementation and monitoring of projects part of the Governance and Political Participation portfolio.

Duties and Responsibilities

Contribute technically to the development of programme strategies in Governance and Political Participation:

  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • Identify areas for support and intervention related to the programme.
  • Conduct background research, compile data and prepare presentations as relevant to inform programme designs.

Lead the implementation and management of the Governance and Political Participation progrmame:

  • Lead the development of technical inputs to the annual workplan and budget;
  • Manage the implementation of programme activities;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Develop training material and train partners on Results Based Management and monitor implementation;
  • Contribute inputs as a secondary supervisor to a Programme Assistant.

Provide technical assistance and capacity development to project/programme partners

  • Coordinate and provide technical support in the implementation of programme activities;
  • Maintain relationships with national partners to support implementation and expansion of the programme;
  • Identify opportunities and support capacity development of partners (gender mainstreamin, mediation, conflict resolution).

Provide technical inputs to the monitoring and reporting of the programme/ project

  • Monitor progress of implementation of activities and finances using results based management tools;
  • Draft reports on monitoring missions, programme results, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, law or related fields required;
  • A first-level university degree with two additional years of qualified experience may be accepted in lieu of advanced university degree.

Experience:

  • At least 5 years of progressively work experience work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building required
  • Technical experience in gender equality and women’s empowerment is an advantage;
  • Experience in implementing programme on governance and political participation is an asset.

Language Requirements:

  • Fluency in English is required;
  • Knowledge in Arabic is an asset.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1: Education 25 points
  • Criteria 2: Experience 25 points
  • Criteria 3: Language 20 points

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;

'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
