IRC Global Surge Team:

The IRC’s Global Surge Team (GST) is a roster of esteemed and highly qualified humanitarian professionals who deploy on short notice to non-emergency and emergency contexts to support the IRC’s mission. Members of the GST provide specialist support where talent is most needed for short-term deployments of up to three months. The GST is a flexible employment opportunity for staff, requiring members to be available for deployments only 50% of the year (with opportunities for additional deployments if incumbent is interested). Members of the GST that focus on emergency responses must be prepared to be deployed within 72 hours, as needs arise.

Job Summary:

The Emergency Senior Human Resources Manager, Global Surge (ESHRM) will be responsible for the implementation of IRC’s Human Resources Policies, Procedures, Guidelines and Tools during emergency deployments.

They will work with the Emergency HR Coordinator to ensure that organizational HR policies and procedures are put into place and properly communicated to staff in a timely manner. They will be responsible for key HR objectives, including the speedy hiring of capable staff, appropriate onboarding of new team members, creation of critical employment documentation, provision of clear trainings and communications, and other generalist HR support. They will likewise act as a first line "go-to" for employee inquiries about IRC policies, resources, and programs, independently resolving requests and advancing matters to Emergency HR Coordinator as needed. Finally, the ESHRM will support the Emergency HR Coordinator in the selection and hiring of the national HR staff (HR Managers, Officers and Assistants).

Major Responsibilities:

Hiring & Recruitment

- Coordinate recruitments and orientations and/or transition of both new and transferring staff. - Review and approve job position requests for roles below the Coordinator level, ensuring accuracy and consistency. - Coordinate vacancy posting in internal and external media and job boards as appropriate. - Coordinate interviews and provide interview outcome summary as needed. - Capture hiring metrics through a recruitment tracking system and compile monthly reports on recruitments. - Assist in the preparation and collection of documentation necessary for visa applications, as needed. - Review all job offers and contracts for roles below the Coordinator level to ensure internal equity.

HR Administration & Compliance

- Be responsible for the creation and proper storage of key employment documentation. - File and update of all head office staff personnel and statutory documents, and ensure that all staff information is properly kept, updated, and confidentially maintained. - Audit and coordinate staff contract management. - Lead exit management procedure to ensure a seamless and positive transition for departing employee. - Serve as an ambassador and champion for the IRC Way: Standards for Professional Code of Conduct. - On an as-needed basis, work closely with Global HRIS and Global HR Operations to add new locations, codes, and information into People Directory. - On an as-needed basis, work closely with Global HRIS and Global HR Operations to add new staff members into Workday, IRC’s HRIS system.

Compensation & Benefits Management

- Facilitate the administration of staff benefits and compensation as stipulated in the HR policies. - Ensure the process of the monthly HR payroll documentation is completed in time, focusing on completeness and accurate documentation. - Ensure that all exiting staff clearance forms are submitted before final dues are processed. - From the early days of an emergency response and in collaboration with the Finance team, ensure all staff are properly oriented and trained on the completion and submission of monthly Time & Effort sheets.

Staff Support, Communications & Reporting

- Serve as the first-line source of HR knowledge in response to employee and/or supervisor requests through knowledge of IRC Global HR Policies and HR practices. - Craft communications and presentations to provide information on helpful HR resources, guidance, and information. - In partnership with the HR Coordinator, coordinate team building and employee engagement activities. - Support the performance management process by coordinating and presenting trainings on IRC’s year-end and mid-year check-in process. - Coordinate, run and submit all HR reports (weekly, monthly, and quarterly) in a timely manner. - Ensure all generalist HR activities are carried out in adherence to local HR standards.

REQUIREMENTS

- Bachelor’s Degree in Human Resources or equivalent. Additional certifications are appreciated. - Approximately 3+ years of human resources management experience; experience within emergency settings preferred. - Comfort in a fast-paced, global environment, committed to innovation and continuous improvement. - Experience in designing, building, and delivering training & development programs. - Knowledge of standard methodologies in adult learning and technology-based learning. - Strong analytical and organizational skills - Ability to prioritize and meet the objective of various initiatives in a timely manner. - A highly motivated, energizing approach that inspires others. - Strong written and verbal communication skills; outstanding capabilities in MS Word, Excel, and PowerPoint; experience in Workday and applicant tracking systems a plus.

- Flexible approach: Maintain flexibility and focus in environments with changing demands. - Good digital literacy: Facility with MS Word, Excel, and email/internet software. - Fluency in English. Excellent oral and written communication skills. Working knowledge of Arabic, French and/or Spanish is strongly preferred. - Availability and willingness to travel to regional and international locations (sometimes with notice of no more than 72 hours in case of emergencies).
