Background

NRC’s Emergency Response Section (ERS) leads the organisation’s overall capacity to respond to new and emerging humanitarian crises, including through active monitoring, innovation and system development, crisis activation and emergency deployments.

Working across all organisational levels, the ERS provides guidance and capacity to enable established country offices to respond to emerging crises and leads on the establishment of new country start-ups responding to critical humanitarian situations.

The ERS’ multi-disciplinary team of roving emergency experts is backed by a small team of technical leads at head office, focused on ensuring that NRC’s emergency responses are principled, timely, agile and relevant to the priorities of people affected by crises.

Purpose of the job

As the Global Roving Emergency Logistics Manager you will deploy to humanitarian crises to ensure that the logistics set up is according to NRC’s standards, and to support programme/project implementation during emergency response.

In this position, you will be deployed be deployed as the Logistics Manager or Logistics Adviser to a Country Office, due to scale up, emergency response or the need for quality enhancement/capacity building, to lead the logistics operations. The role holder may also be deployed to an existing NRC CO due to critical staffing gap or as the interim Logistics Manager in a start-up country establishing Logistics standards and procedures.

Note: This is a Global Roving role with upto 75% travel, its not based in Norway, Oslo. The role holder will work from where they have been deployed.

What you will do

  • Ensure that country set up comply with Logistics Handbook, NRC policies and donor requirements and implement NRC’s logistics systems and procedures.
  • Training and support of line managers and staff with logistical responsibilities and management of the logistics team.
  • Ensure anti-corruption focus in procedures and trainings.
  • Establish filing systems/archives according to NRC standards in all offices.
  • Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliers.
  • Provide regular analysis and reports.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specifically you will

  • Ensure the timely delivery of logistics support services to all NRC CO projects.
  • Assist in logistics budget preparation and follow up and manage allocated budget lines.
  • Develop formalized in-country logistics policy documentation in line with NRC Global procedures.
  • Support on and develop relevant logistics training including coaching of newly recruited senior Logistics staff in all Area Offices (AO).
  • Ensure oversight and coordination of market analysis by logistics staff to support project modality decisions with analysis of the functionality and accessibility of markets local to target populations.
  • Setup key performance measures for all aspects of logistics activities and regularly review them against actual performance.
  • Ensure regular communication, coordination and planning with all logistics and program heads in all NRC AO.
  • Directly assist and contribute to program and project design, including budget development.
  • Provide audit and control checks to the AOs to ensure compliance to the logistics handbook.

Professional competencies, skills and qualifications required;

  • Minimum 5 years of experience working as a senior Logistics Manager in a humanitarian/recovery context with advanced knowledge and expertise in logistics.
  • Previous experience working in emergency response.
  • Experience from working in complex and volatile contexts.
  • Experience of data collection, analysis and report writing.
  • Knowledge of market analysis tools and approaches, knowledge and skills in market assessments, analysis and cash-based interventions.
  • Fluency in English, both written and verbal
  • French, Spanish or Arabic language skills are preferable

Grade 9 in NRC's grading structure

Reports to (overall reporting): Head of Emergency HR

Reports to (during deployment): Head of Support during regular CO deployments
