The NRC Head Office in Oslo, Norway, is offering an exiting and unique opportunity to contribute to the strategic development of safety and security strategies and plans in line with NRC’s Global Strategy, ensuring that plans and policies across the organisation are designed to support NRC in the delivery of our mission.

What we are looking for

The Norwegian Refugee Council (NRC) is seeking a highly qualified Global Expert HSS Adviser Strategy and Planning (GEA) with relevant experience working in the field of safety & security, with INGOs, the UN and/or private sector (not including military or private security), including work experience from ‘High’ or ‘Extreme’ Risk contexts.

What you will do

Some of your specific responsibilities include:

  • Work with the Global Director to contribute to the development of HSS global strategies and plans in line with NRC’s Global Strategy, ensuring that HSS plans, and policies are designed to support NRC in the delivery of our mission
  • Work with the GHSSD on NRC’s Global Strategy and its implications for HSS global plans and relevant global development projects (such as Protect).
  • Collaborate and support NRC departments on HSS thematic areas to be considered and align with strategies, plans, and policies
  • Develop relevant HSS policies and SOPs for approval by the GHSSD.
  • Contribute to HSS compliance audits or verifications when needed or upon request from the GDHSS on the HO level.
  • Delegated responsibility for internal NRC communication on technical policies, procedures, and standards.
  • Provide regular analysis of main HSS threats and risks for global NRC HSS risk reporting including mitigation strategies development.

What you will bring

  • Master’s Degree-level of education. · Minimum 6 years of experience working in the field of HSS, with INGOs, the UN and/or the private sector (not including military or private security), including work experience from ‘High’ or ‘Extreme’ Risk contexts.
  • Excellent and documented experience with programme operations and implementation in the field.
  • Solid understanding of principles and practices in broad humanitarian action, NGO safety and risk management, humanitarian access, and civil-military coordination.
  • Substantial and demonstrated prior experience in plan, policy, and procedure development, including experience in implementation, operationalisation, and presentation to senior management and to a wide range of audiences.
  • Demonstrated & considerable experience in incident and crisis management.
  • Exemplary command of the English language (written and spoken).
  • Strong report writing and good communication and presentation skills.
  • Professional qualifications or studies in general management, security/risk management.
  • Prior work experience at the regional or global level.
  • Norwegian, Spanish, Arabic and French language skills.
  • Experience or qualifications in humanitarian access or negotiation.
